Industrial base for bio-industry
In recent years, the Development and Reform Commission (DRC) has taken a series of initiatives to vigorously promote the clustered development of the bio-industry. At present, 22 national bio-industry bases have been approved.
In order to promote the clustered development of bio-industry, guide the social resources to focus on key areas, promote the healthy and rapid development of China's bio-industry, promote the formation of bio-industry with characteristics of the localities, and avoid duplication of construction and dispersal of resources. According to the principle of "integrated planning, giving full play to advantages, classified guidance and steady advancement", during the period of "11th Five-Year Plan", the NDRC selects areas with good industrial foundation, strong innovation ability, high marketization level and openness to build national bio-industry bases and national high-tech industry bases in batches. National high-tech industrial base. Up to now, 12 national bio-industry bases have been recognized, including Shijiazhuang, Shenzhen, Changsha, Beijing, Shanghai, Guangzhou, Wuhan, Kunming, Qingdao, Chengdu and Chongqing, as well as 10 national high-technology industrial bases in the field of bio-industry in Xi'an, Tianjin, Taizhou, Tonghua, Dezhou, Zhengzhou, Nanning, Harbin, Hangzhou and Nanchang.
Under the guidance of the state and the promotion of the local authorities, the development of bio-industry agglomeration has been greatly guided and promoted, and the spatial layout of three comprehensive bio-industry bases in Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei region, as well as a number of specialized bio-industry bases in Northeast China and Central and West China has been gradually fostered in the whole country to promote the concentration of bio-industry enterprises, capital, technology, talents and other factors in the advantageous areas and accelerate the development of bio-industry to the agglomeration area. To promote the concentration of bio-enterprises, capital, technology, talents and other factors to the advantageous areas, accelerate the development of bio-industry to agglomeration and specialization, and the initial agglomeration effect. 2007, the 12 national bio-industry bases*** achieved a total industrial output value of 314.5 billion yuan, an increase of 21% year-on-year, accounting for nearly half of the country's bio-industry. In order to promote the development of bio-industry agglomeration, the localities have introduced a series of supporting preferential policies through sound institutions and mobilization of resources, laying a good foundation for the vigorous development of a number of bio-industry bases. The construction of the bases has played a significant role in creating an environment for the development of bio-industry, gathering domestic and foreign bio-industry resources on a large scale, optimizing the structure and layout of the bio-industry, forming a bio-industry growth pole with international competitiveness as soon as possible, and radiating and driving the rapid development of China's bio-industry.
