What is Safety Culture

The concept of safety culture was first introduced by the International Nuclear Safety Advisory Group (INSAG) in 1986, in response to the Chernobyl accident, in the report INSAG-1 (later updated to INSAG-7), which mentioned that "there were significant safety culture problems in the Soviet nuclear safety system." The report (INSAG-4), published in 1991, defines safety culture as the sum of the qualities and attitudes that exist in units and individuals.
