(Text/Zhang Wei) Recently, riders reported in the headlines that Hunan, Guangzhou, Foshan and other places have successively issued notices to encourage automobile consumption by going to the countryside, subsidizing the purchase of new energy vehicles, and encouraging the purchase of "National Six" standard new cars. On March 23, the General Office of the Ministry of Commerce, the General Office of the National Development and Reform Commission and the General Office of the National Health and Wellness Commission jointly issued the Notice on Supporting Commercial Circulation Enterprises to Resume Business (hereinafter referred to as the Notice), which clearly stated that it is necessary to "actively promote the optimization of automobile purchase restrictions and stabilize and expand automobile consumption".

The sixth item of the Notice, "Expanding traditional consumption, the second item", clearly points out that in order to stabilize automobile consumption, local commercial authorities should actively promote the introduction of new car purchase subsidies, "old-for-new" subsidies for automobiles, cancel the restrictions on pickup trucks entering the city, promote the convenient trading of used cars, organize automobile promotion activities, and implement the measures of automobile purchase restriction, so as to stabilize and expand automobile consumption.

It is noteworthy that this is the fourth time that the central ministries and commissions have issued a statement encouraging automobile consumption after the outbreak this year.

On February 20th, the Ministry of Commerce said at a regular press conference that it would work with relevant departments to formulate policies and measures to further stabilize automobile consumption, so as to reduce the impact of the epidemic on automobile consumption. At the same time, it is proposed to encourage all localities to introduce measures to promote the consumption of new energy vehicles, increase the purchase restriction of traditional vehicles, and carry out automobile trade-in according to changes in the situation to promote automobile consumption.

On March 2, the Ministry of Industry and Information Technology issued "Guiding Opinions on Orderly Promoting Enterprises in the Industrial Communication Industry to Resume Work and Production", proposing that "it is necessary to actively stabilize traditional mass consumption such as automobiles, encourage areas where automobile purchases are restricted to appropriately increase the number of automobile license plates, and drive the consumption of automobiles and related products".

On March 18, Wang Bin, head of the Consumption Promotion Department of the Ministry of Commerce, said that he would work with relevant departments to further formulate policies and measures to promote the consumption of key commodities such as automobiles, furniture and household appliances, promote the change of automobile purchase restriction to guided use policy, support and guide local governments to formulate incentive and compensation policies, and encourage enterprises to carry out electronic products trade-in.

Affected by the epidemic, the performance of China automobile industry in the first two months of this year was not very optimistic. According to the latest data, in February this year, China's automobile production and sales were 285,000 vehicles and 3 1 10,000 vehicles respectively, down by 79.8% and 79 1% respectively. With the central government and local governments at all levels successively introducing preferential policies to promote automobile consumption, it will effectively boost industry confidence.
