1. Lack of overall planning. Rural planning should be combined with local ecology, culture and industry, but at present some villages have no planning; Some plans are simple and simple, and they are not in place in excavating the natural, historical, cultural and industrial elements of the village, and there is no outstanding village culture; Some villages have made many plans according to the policies of higher authorities, which are at a loss in implementation, resulting in unnecessary duplication and waste. 2. Weak infrastructure. Although in recent years, governments at all levels have invested heavily in water circuits and other facilities in rural areas and made remarkable achievements, there are still problems of unbalanced rural development and generally poor infrastructure conditions. In some villages, infrastructure such as roads, water supply and drainage, sanitation and public services are still relatively backward, which makes it difficult to adapt to the economic development of villages and towns and the needs of people's life and production.
There are many illegal buildings. In some villages, most of the residents are farmers, the elderly and foreign tenants. There are many articles needed for production and life, the living area is limited, and the management of the two committees of the village is not strict, which leads to the phenomenon of disorderly construction. The enclosure has become its own back garden, the hall has been expanded into a parking garage, and small houses have been built on the border. All kinds of illegal construction have become a "burden reduction item" in the rural environment. In the new period, the action of "resolving, rectifying and upgrading" resolutely dismantled the illegal construction and well controlled the new construction. However, illegal construction left over from history is too common, and the village appearance is seriously affected, which is still one of the important reasons that hinder the construction of beautiful countryside.
4. Backward lifestyle. With the continuous development of society, people's ideas are constantly updated and improved, but there are still many villages that follow the conservative and backward production and life style in the past, such as burning kang to sleep, burning wood for cooking and burning coal for heating, which has caused environmental problems. It seems that the smoke from the kitchen chimney is curling up, but in fact it is seriously polluted. Some villagers don't pay attention to hygiene and cleanliness, and there are some bad habits in their lives, such as littering, throwing cigarette butts and chewing gum, raising cats and dogs and urinating everywhere, and farmers' civilized concept and environmental awareness.
5. Insufficient financial support. The source of funds for rural construction mainly depends on government input and villagers themselves. After all, the government's investment is limited and it is impossible to cover everything. Most villagers are not rich, but they are unable to do so, which leads to the backwardness and slow development of the countryside. Limited funds are invested in infrastructure construction such as water, electricity and gas, and financial support for environmental protection teams is relatively weak. Affected by funds, the construction of environmental protection team is not in place, and it is impossible to clean up village sanitation quickly, accurately and cleanly.
6. Lack of long-term mechanism. Rural construction is a long-term and complex systematic project, and we can't focus on temporary rectification and neglect long-term effective management. At present, the phenomenon of "treating headache and treating foot pain" is more common. Normalized environmental governance and maintenance is not enough, and it is often finished. Dirty, messy, poor, and "fresh skin" have resurfaced and fallen into the strange circle of "governance-rebound-re-governance", and there is no effective long-term management mechanism.
7. The village function is not strong. Due to salary, ability and quality, work intensity and other reasons, some village cadres of the two committees have the phenomenon of "those who are capable don't want to do it, and those who do not want to contribute", and their work is "slow" and their execution and work effect are poor. Many villagers don't know the main body of rural construction clearly, and think that this is a government act and project, which has nothing to do with themselves, and the idea of "waiting, relying and wanting" is serious. The role of village-level fortress has not been fully exerted, villagers' autonomy and subjective consciousness are not strong, and the government's incentives and constraints on village-level are still not in place.
