The deliberative procedure of the one-matter-one-discussion system

A "one matter, one discussion" meeting usually goes through the following procedures.

① The initiators sort out the issues with the strongest demands and the widest scope from the opinions of the masses, and the investment amount is consistent with the affordability of the local villagers.

② The initiator solicits opinions from villagers with certain influence and listens to their opinions and reflections, so as to gain the support of these people first at the meeting.

③The sponsor organizes the matters that need to be submitted to the meeting for discussion (such as construction content, investment amount, project construction person in charge, construction time, construction management and post-completion project operation management, etc.) into items in preparation for submission to the meeting for discussion.

To be methodical.

④The sponsor shall notify all beneficiary farmers of the purpose, location, and time of the meeting.

⑤ Generally speaking, “agree” or “disagree” is used to express the opinions of each household on matters discussed in the meeting.

When the agreed matters are relatively simple, there is no need to record them in writing, and the villagers rely on mutual trust to implement them voluntarily.

After a resolution is formed on a complex matter, the participants must sign and confirm, and then the resolution will be implemented.

After these procedures are completed, the agreed matters will be handed over to the person in charge recommended by the meeting for implementation.

The specific operation method of the executors is as follows: the village committee proposes a budget at the beginning of the year, which is discussed and approved by the villagers' assembly or village representative meeting, reported to the township management department for review, approved by the township government, and reported to the county farmer burden supervision and management office for record.

The amount raised is strictly controlled by the upper limit, and each person must not exceed 12 yuan per year.

The approved amount raised is registered with the farmer's burden supervision card uniformly supervised by the farmer's burden supervision department. The supervision card is distributed to farmers by the village committee and published on a list. "Village affairs are open and democratically managed" and is subject to mass supervision.

The withdrawal, management, and use of funds for collective production and public welfare undertakings in the village on a "one-case-one-case basis" basis shall be subject to audit supervision by the farmers' burden supervision department.
