On, Jiangsu Provincial Health and Wellness Committee issued the Notice on Further Defining the Management Requirements for Prescriptions of Traditional Chinese Medicine by Non-Chinese Medicine Doctors (hereinafter referred to as the Notice), which further relaxed and refined the prescriptions of traditional Chinese medicine by non-Chinese medicine doctors.

The notice requires that medical institutions at all levels and of all types should verify the prescription authority of non-Chinese medicine doctors in accordance with the following four situations, implement a prescription review system, follow the characteristics of Chinese medicine and the principle of syndrome differentiation and treatment of Chinese medicine, scientifically standardize Chinese medicine prescriptions, and provide patients with convenient and safe Chinese medicine services.

Case 1: Obtain the following qualifications or certificates

Non-Chinese medicine practitioners who have obtained the qualification of practicing Chinese medicine as an assistant physician, or have obtained the secondary professional degree or above in traditional Chinese medicine, integrated traditional Chinese and western medicine and ethnic medicine recognized by the education department, or have obtained the apprenticeship certificate of traditional Chinese medicine issued by the Provincial Administration of Traditional Chinese Medicine, or have participated in the training of western medicine recognized by the provincial department in charge of traditional Chinese medicine for more than 2 years and obtained the corresponding certificate, and can issue Chinese patent medicines, traditional Chinese medicine preparations and traditional Chinese medicine pieces (including long-term prescriptions) in medical institutions, and can carry out appropriate techniques of traditional Chinese medicine.

Case 2: After no less than 1 year of systematic study and passing the examination.

Non-Chinese medicine doctors who have systematically studied the professional knowledge of Chinese medicine for not less than 1 year and passed the examination may prescribe Chinese patent medicines and Chinese medicine preparations (including long-term prescriptions) in medical institutions.

Situation 3: Grass-roots non-TCM doctors or rural doctors

Non-TCM doctors or rural doctors practicing in primary medical and health institutions can prescribe commonly used Chinese patent medicines (including long-term prescriptions) for common diseases and frequently-occurring diseases, and can also continue to use long-term prescriptions of Chinese patent medicines prescribed by TCM doctors.

Situation 4: Relevant qualifications have been obtained before the publication of national documents.

For 250,000 general practitioners and 900,000 rural doctors in grass-roots medical institutions, common Chinese patent medicines can be prescribed when common diseases and frequently-occurring diseases are identified, and long-term prescriptions of Chinese patent medicines can also be extended.
