The second stage (1979- 1990) is the foundation and initial stage of industrialization development.

Its characteristics: high input, high speed, low quality and low efficiency;

In the third stage (199 1 year up to now), industrialization has advanced by leaps and bounds and has grown into a new growth stage of the national economy.

Its characteristics: gradually changing from speed type to benefit type.
