In order to thoroughly implement the deployment requirements of the provincial party committee and the provincial government to promote the major projects of new and old kinetic energy conversion, accurately start the major projects of new and old kinetic energy conversion in our city, and promote the high-quality economic development, we hereby put forward the following opinions on constructing the policy system of new and old kinetic energy conversion.
First, coordinate resources and accelerate the development of key industries.
1. Concentrate on cultivating and expanding the "Big Four" industries. Coordinate resources such as finance, innovation, talents, finance, land, energy and environment, and accelerate the cultivation and expansion of the "four strong" industries of new materials, intelligent equipment, new medicines and electronic information. Focus on municipal financial special funds to support industries, giving priority to the improvement of the innovation ability of the "big four" industries, the cultivation and introduction of key projects, the development of key enterprises and the construction of industrial clusters. 2. Transform and upgrade traditional industries with six advantages. We will make overall use of provincial-level technical renovation award funds and municipal-level technical renovation special funds, accelerate the promotion of a new round of high-level enterprise technical renovation projects in six traditional industries with advantages: green chemical industry, machinery manufacturing, new building materials, characteristic textiles, light industry and ceramic glass, and provide support through subsidies for equipment (software) purchase of technical renovation projects, return of new local financial resources, and equity investment. Increase support for the informationization of traditional industries, accelerate the development and application of industrial Internet, support enterprises to "go to the cloud and go to the platform", and promote the construction of smart factories and smart workshops. Support the construction of financial cluster in Zibo New District, and support foreign financial institutions, equity investment funds and private investment institutions to set up branches, regional headquarters and functional centers in our city. Focus on municipal financial special funds to support innovation, accelerate the cultivation of "four new" economic entities, carrier construction, service system and institutional environment construction, and focus on supporting the in-depth application of next-generation information technologies such as cloud computing, big data, Internet of Things and artificial intelligence in enterprise design, production and operation. Improve the grading incubation system, and provide supporting incentives and financing support to demonstration (cultivation) enterprises listed in the national manufacturing "single champion" and Shandong manufacturing "single champion", gazelle enterprises and unicorn enterprises. Set up a special fund for the "Four Innovations" economic development to support the "Four Innovations" projects with high industrial relevance and strong driving effect. Eligible "four new" projects enjoy the same support policy for municipal major projects. Focusing on industries such as steel, coking, coal power and chemical industry, we will implement supporting policies such as employee resettlement, creditor's rights and debts, finance and taxation, improve the comprehensive standard system, and urge a number of energy consumption, environmental protection, safety and technology to fail to meet standards or eliminate production capacity, and shut down and quit according to laws and regulations. Solidly promote the structural adjustment of the power industry and support the technical transformation of existing units that meet the requirements. 6. Support enterprise scientific and technological innovation. To support the innovation and development of enterprises, all newly recognized R&D innovation carriers such as national and provincial engineering laboratories, engineering research centers, enterprise technology centers, key laboratories, engineering technology research centers, industrial design centers, manufacturing innovation centers, industrial innovation centers, technological innovation centers, and technological innovation demonstration enterprises will be awarded in different grades on the basis of national and provincial R&D platform incentive funds. The scope of financial subsidies for upgrading small and micro enterprises to high-tech enterprises will be expanded from small and micro enterprises identified for the first time to small and medium-sized enterprises identified for the first time, and one-time guidance subsidies will be given. Major national science and technology projects, R&D key plans and scientific and technological innovation projects undertaken or participated by enterprises play a significant supporting role in promoting the transformation of old and new kinetic energy, and the "one thing, one discussion" support is implemented. On the basis of provincial awards, the municipal finance will give supporting awards to high-tech business incubators and creative spaces above the provincial level that successfully cultivate high-tech enterprises during the three-year incubation period. Support college students' "zero-cost entrepreneurship" and give one-time support to outstanding entrepreneurial projects of college students. Third, accelerate the development of industrial parks and advantageous industrial clusters.
10. Coordinate the global industrial layout. Strengthen the overall planning of the industrial layout of the park, guide the dislocation competition and linkage cooperation of all parks, and focus on 1-2 leading industries to cultivate industrial clusters with distinctive advantages. Support the integrated development of border areas such as Zichuan and Boshan, build an investment and financing platform for major interconnection projects, reasonably determine the proportion of capital contribution at the municipal level and relevant districts and counties, and give priority to market-oriented implementation. Improve the tax sharing mechanism of "enclave" projects and enjoy the main tax of the project transfer-out place and the project transfer-in place. The recognized national strategic emerging industrial clusters and provincial advantageous industrial clusters, as well as the short-listed "Top Ten" industrial clusters at the provincial level, will be supported by the municipal finance on the basis of provincial awards. Give financial support to pillar industrial clusters with strong intensity, strong innovation ability, remarkable resource saving effect, high degree of industrialization and industrialization integration and great development potential in the county. 12. Stimulate the development vitality of the park. Improve the management system and mechanism of the park, and comprehensively implement the "district management town" model and flat management. Innovate the operating mechanism of the park, establish a performance-based salary system based on posts, and implement special posts, special salaries and special appointments for high-level talents. Establish an incentive mechanism for the leaders of "average tax per mu" in key parks, carry out performance evaluation based on "average tax per mu", and implement graded incentives according to the results of provincial evaluation. Incentive funds are mainly used to improve the infrastructure construction and attract investment in the park. On the basis of the support of the newly-built "Thousand Talents Program" academician workstation and expert workstation, support will be given according to the operation situation and the transformation effect of the results. Increase support for the introduction of large enterprises in the compound, famous universities and research institutes at home and abroad, and Fortune 500 enterprises. Set up or * * * set up an R&D headquarters or R&D organization with independent legal personality and in line with the industrial development direction of our city, introduce core technologies and deploy core R&D teams, and the municipal finance will give financial support. 14. Strengthen project support. Focus on the "big four" industries, increase investment promotion efforts, increase investment promotion projects of "big four" industries by 10% on the original basis, and implement special support for major investment promotion projects. We will improve the guarantee mechanism of "essential resources follow the project" and implement "acceptance after acceptance and completion after approval" for major projects in the city. The examination and approval department will first put forward the project simulation examination and approval opinions. After the site is expropriated as state-owned and the construction drawing review and quality and safety supervision procedures are completed, the enterprise promises in writing to complete the relevant procedures within a time limit, and can carry out the preliminary work of the project first. After the project acquires land, the examination and approval department immediately issues a formal examination and approval document to realize the "land acquisition and construction" of the project. After the completion of the project, strengthen post-event supervision and credit supervision. Selected into the province's new and old kinetic energy conversion major projects, provincial key projects, preferred projects and implementation, the relevant municipal financial support funds give priority to support. Integrate policy, land, capital, talents and other essential resources, accurately support the top 50 industrial enterprises and the top 50 innovative high-growth enterprises, and build a number of leading enterprises with strong core competitiveness and outstanding scale and brand advantages. Establish a municipal enterprise merger and reorganization guidance fund to support listed companies and leading enterprises to become bigger and stronger through mergers and acquisitions or the introduction of strategic investment. Support the integrated development of central enterprises, provincial enterprises and local governments. Actively and steadily promote the reform of mixed ownership of state-owned enterprises, and support state-owned enterprises to deepen and refine their main business. 16. Strengthen fiscal, taxation and financial security. We will fully implement policies and measures such as tax reduction and exemption at all levels and supporting innovation and entrepreneurship. Strengthen the guidance of financial system, and accelerate the construction of transfer payment distribution, performance evaluation, budget arrangement and other mechanisms linked to the conversion effect of old and new kinetic energy. Intensify the integration of special funds, co-ordinate special funds related to central and local finance, revitalize financial stock funds, and fully support the transformation of old and new kinetic energy and the construction of key projects for leading industries. Enrich and expand the scale of municipal new and old kinetic energy conversion funds, attract financial and social capital, increase investment in key areas of new and old kinetic energy conversion, and ensure that at least 1 fund is established in each "top four" industry. 17. Strengthen the protection of factor resources. Innovate the way the government allocates resources, establish the marketization, differential price formation mechanism and dynamic adjustment mechanism of land, water, electricity and other resource elements, and give priority to ensuring the supply of industrial production factors in the city according to law. For major industrial projects that give priority to the development of industries and intensive land use in the city, the reserve price of land transfer may not be lower than 70% of the corresponding National Minimum Price Standard for Industrial Land Transfer. After the land is delisted, the land transfer fee can be paid in installments according to the contract within the prescribed time limit. Explore the implementation of the "standard land" land supply system. Expand the energy consumption space, and give priority to the construction of major projects for the conversion of old and new kinetic energy in the city's energy consumption increment indicators. 18. Strengthen the protection of business environment. Deepen the "one-time success" reform and the "3545" special reform. We will comprehensively promote the reform of "separation of licenses" and "integration of multiple licenses" and realize the electronic registration of market participants in the whole process. Establish and implement a list of administrative fees related to enterprises and publicize it to the public, and may not charge enterprises fees other than the list. Improve the mechanism for entrepreneurs to participate in the formulation of enterprise-related policies, and improve the pertinence and effectiveness of policies. Vigorously promote the construction of credit system, comprehensively establish credit records in various industries and fields, increase joint rewards for trustworthiness and joint punishment for dishonesty, and create a good credit environment.
