Nuclear safety belongs to the category of non-traditional safety, which brings endless troubles for three reasons: First, the natural limitations of human beings in the application of technology. At present, the third generation nuclear energy technology has entered the practical application stage, but it is impossible to completely eliminate the risks in the application of nuclear technology.

Second, nuclear facilities and materials may be used illegally and maliciously. Bertrand Russell, a British philosopher, once thought-provoking: As much as human beings benefit from various technological inventions, so many dangers they encounter. Any technological invention will be applied in a good direction, or it may be manipulated in an evil direction. Terrorists can hijack planes, remotely control bombs and kill innocent people in downtown areas. Why can't they make a "dirty bomb" with stolen nuclear materials and launch a nuclear terrorist attack?

Third, there is great uncertainty about the actors and methods of nuclear terrorism. Within the scope of the host country, no matter how powerful the external threats are, they can generally be predicted and prevented. However, terrorist networks are not ordinary state actors, and their behaviors and methods are often unexpected, which also brings great difficulties to prevent nuclear safety risks.

The key to combating nuclear terrorism and ensuring nuclear safety lies in improving the reliability of nuclear technology and the management level of nuclear facilities and materials, which cannot be separated from international cooperation and assistance. Since the first Nuclear Security Summit on 20 10, many countries have strengthened their nuclear safety management capacity building, and international cooperation among relevant parties has also made progress. As one of the five permanent members of the UN Security Council, China has actively participated in relevant processes and made practical contributions. Today, China is also one of the countries threatened by terrorism, and it can play a greater role in international nuclear safety management cooperation.
