Regulations of Yongzhou Municipality on the Protection of Famous Historical and Cultural Cities, Towns and Villages

Chapter I General Provisions Article 1 In order to strengthen the protection and management of famous historical and cultural cities, towns and villages in Yongzhou, and to inherit and carry forward excellent historical culture, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and the Regulations of the State Council on the Protection of Famous Historical and Cultural Cities, Towns and Villages, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, protection, management and utilization of famous historical and cultural cities, towns and villages within the administrative area of Yongzhou City.

The protection objects of historical and cultural cities, towns and villages include historical urban areas, historical and cultural blocks, historical and cultural towns and villages, cultural relics, historical buildings, traditional villages, intangible cultural heritage, traditional place names, ancient roads and bridges, ancient rivers and lakes, ancient and famous trees and other traditional patterns and historical features.

Where laws and regulations provide otherwise for the protection of cultural relics, intangible cultural heritage, ancient and famous trees and traditional place names, such provisions shall prevail. Article 3 The protection of famous historical and cultural cities, towns and villages shall follow the principles of scientific planning, strict protection, legal management and rational utilization. Maintain and continue its traditional pattern and historical features, safeguard the authenticity and integrity of historical and cultural heritage, and correctly handle the relationship between economic and social development and historical and cultural heritage protection. Article 4 The Municipal People's Government shall exercise unified leadership over the protection, supervision and management of historical and cultural cities, towns and villages within the administrative area of this Municipality. The Municipal People's Government may set up a coordination body for the protection of historical and cultural cities, towns and villages, and be responsible for the overall planning, guidance, coordination and supervision of the protection work. The specific composition methods and working rules shall be formulated by the Municipal People's government. County (District) people's government may refer to the establishment.

County (District) people's government is responsible for the protection, supervision and management of historical and cultural cities, towns and villages within its jurisdiction.

City and county (District) people's governments shall incorporate the planning, protection and management of historical and cultural cities, towns and villages into the fiscal budget at the same level. Fifth Township People's governments and sub-district offices shall be responsible for the protection, supervision and management of historical and cultural cities, towns and villages within their respective jurisdictions, and grassroots mass autonomous organizations shall assist in relevant work. Article 6 The administrative department of planning and construction shall be responsible for organizing the implementation of these Regulations jointly with the administrative department of culture. Other relevant administrative departments shall, in accordance with their respective duties, do a good job in the protection of famous historical and cultural cities, towns and villages. Seventh units and individuals are encouraged to participate in the protection and publicity of famous historical and cultural cities, towns and villages through donations, subsidies, technical services, voluntary activities or suggestions.

Any unit or individual has the right to dissuade, complain and report acts of destroying historical and cultural cities, towns and villages.

City and county (District) people's governments and their relevant administrative departments shall commend and reward units or individuals that have made outstanding contributions to the protection of historical and cultural cities, towns and villages. Chapter II Objects of Protection Article 8 Protect the ancient city of Yongzhou and famous historical and cultural cities such as Daoxian and Ningyuan. Yongzhou ancient city focuses on protecting the following ancient city patterns and historical and cultural blocks:

(1) Ancient city pattern: ancient city walls, city gates, docks, moats, etc. , reflecting the key elements of urban site pattern; 27 roads, including Neihe Street, Daximen Lane, Xiaoximen Lane and Taiping Road, constitute the street pattern of the ancient city; Xiaoshui and the Xiangling Mountain, Taoxi Mountain, Xiaoshicheng Mountain, Xishan Mountain and Dongshan Mountain along the line constitute the landscape pattern of the ancient city;

(2) Protection of historical and cultural blocks: Liu Zi Street, Jiefang South Road, Laobutou and other cultural relics and historical buildings, as well as historical and environmental elements such as walls, stone steps, pavements, revetments and trees. Article 9 Protect historical and cultural towns, historical and cultural villages, traditional villages and ancient rivers and lakes within the administrative area of this Municipality:

(a) Lu Hong, Baijiaping, Tuojiang and other famous historical and cultural towns;

(2) Build famous historical and cultural villages such as Yantou (Dry Yantou), Longxi, Upper Gan Tang, Tan Tian and Goulan Kiln (Lanxi);

(3) Traditional villages such as Chen Chao Village, Hengtang Village, Huxi Village and Tanwen Village;

(4) Wuxi, Yuxi, Lianxi and other ancient rivers and lakes. Article 10 Protect cultural relics within the administrative area of this Municipality. The ancient city of Yongzhou focuses on the protection of cultural relics at all levels, such as Liuzi Temple, Lingling Wuwen Shuangmiao, Chaoyangyan Stone Carving, Light Carving, Zhou Jia Courtyard Complex in Jianyantou, Long Ta, Li Da's former residence, Eight Records of Yongzhou, Eight Scenes of Yongzhou, etc. Article 11 Protection of historical buildings within the administrative area of this Municipality. Buildings and structures that have not been published as cultural relics protection units or registered as immovable cultural relics and meet one of the following conditions may be listed as protected objects by the people's governments of cities and counties (districts) and determined to be published as historical buildings:

(a) with important historical events, historical celebrities, representative in the history of urban development and construction or the history of a certain industry development and other outstanding historical and cultural values;

(two) reflect the typical architectural design style in a certain period, and the architectural style and details have certain architectural artistic value;

(3) Building materials, structures and construction techniques reflected the technical and scientific level of building engineering at that time, and the architectural modeling combination or spatial layout was advanced in a certain period of time, reflecting certain scientific and technological value;

(4) Having other value characteristics.
