Why Haruhi dolls are scary
Because the legend behind Haruhi dolls is rather scary.
To pray for clear weather, it is customary in Japan to hang sunny day dolls. The origins of the Japanese Haruhi dolls are in the Chinese "Haruna" (扫晴娘). The custom of "Sokuhari-nee" was introduced to Japan from China in the Heian Period, and refers to a paper doll holding a broom, which is said to make the weather clear up by hanging it up. However, as there were many practitioners and monks who prayed for the rain to stop in Japan, it evolved into a male role in Japan.
