As the market goes down, some traditional car companies have more or less overcapacity. Therefore, "OEM" has become a link between traditional car companies and new forces that build cars. ? One party has the qualification to build a car and excess capacity, while the other party can't afford to build a factory and has no qualification to build a car. It seems that the common efforts are love like oxygen, such as Weilai and Jianghuai, Tucki and Haima, Lv Chi and Changan Suzuki, Chinese Express and Dongfeng Da Yue Kia, Xinte and FAW, E Cafe and Southeast.
OEM is a mature business model, but the new car-making forces can only seek the cooperation of those tepid or even marginalized car companies. Mainstream car companies are dismissive of that OEM fee and have their own new energy layout, so they have no time to take care of it. Then the problem is coming. The sales of their own products of these OEM car companies are not large. The reason is closely related to their production technology, quality control and quality reputation, which makes it more difficult for new forces to control production cost, product quality and delivery date.
Due to various uncontrollable factors in OEM, some new car-making forces choose to buy "shell resources" to obtain production qualifications. Baiteng 800 million bought Tianjin FAW, Chehejia 650 million bought chongqing lifan, and Tucki bought Foday.
Compared with hundreds of millions of acquisition cases, Xpeng Motors only spent 6.5438+0.6 million yuan, which can be described as "bargain hunting" success. But with Foday's current factory and production line conditions, it is obviously impossible to produce new energy vehicles. Previously, Tucki had set up his own factory in Zhaoqing, Guangdong, and now he has obtained the production qualification. It is logical for the new factory to produce Tucki P7, and the cost, production capacity and quality control will be greatly improved.
Xpeng Motors is happy to get the production qualification, but it is not good news for Haima. The data shows that in the first two months of this year, Haima Automobile only produced 630 vehicles, all of which were manufactured by Tucki G3 OEM, which distressed Haima for three seconds.
The threshold for obtaining a "birth permit" has been lowered.
The "birth certificate" has always been a knot in the hearts of the new forces that build cars. In February of this year 10, the Ministry of Industry and Information Technology decided to revise Order No.39 issued in February of 20 17-"Regulations on the Administration of New Energy Vehicle Manufacturers and Products Access", and the draft for comments was immediately published in official website, which may point out a new direction for the new forces in car manufacturing.
Judging from the exposure draft, the most significant change is to delete most of the core contents of the important "design and development capability" in the third paragraph of Article 5 of the original regulations, and modify it to "have the necessary technical support capability, production capability, product consistency assurance capability, after-sales service and product safety assurance capability". Therefore, the "design and development capability" in Annex 2 "Requirements for Enterprise Access Examination of Enterprise Groups" is revised to "technical support capability", and the relevant contents are revised accordingly.
In other words, as the most forward-looking product design and development capability of automobile enterprises, it is no longer the core index for auditing automobile enterprises. This means that the competent authorities no longer interfere with the source of products manufactured by car companies, which gives a green light for car companies to enjoy R&D resources and effectively reduces the entry threshold for car companies.
At the same time, the Ministry of Industry and Information Technology did not mention the market access of new energy vehicles-the scale of production and sales regulations, which was different from the qualification access of new pure electric passenger cars and the investment management regulations of the automobile industry previously announced by the National Development and Reform Commission.
Undoubtedly, the solicitation of opinions by the Ministry of Industry and Information Technology means "separation of R&D from manufacturing", which is a kind of release and decentralization, and is likely to promote the integration of traditional mainstream automobile enterprises and new forces, and even promote the integration between new forces.
There are already "visionaries" taking action. The first one is that FAW participated in the B-round financing of Baiteng Automobile, which opened a precedent for the whole vehicle enterprises to directly invest in the new forces of building cars. The investment agreement also indicated that the two sides will carry out in-depth cooperation in product research and development, production, sales and service in the future.
