The relationship between the development of college students' basketball and national fitness

Using the theories of cultural studies and sports sociology, the study focuses on the current situation of basketball in China, explores the cultural norms of basketball, reflects the relatively regular development pattern of basketball and social culture, explores the main characteristics of basketball culture in China and its influencing elements, and seeks for specific countermeasures for the development of basketball culture in China. Main conclusions:(1)Basketball culture refers to the sum of material, institutional and spiritual culture of basketball. The contradictory movement of interaction, mutual influence and constraint between them is the fundamental reason and driving force for the development of basketball, and it is the core and leading of basketball. (2) The conflict between basketball and Chinese traditional sports culture is mainly reflected in the contradiction between strong competition and confrontation and mediocrity and non-independence. The communication process between Chinese basketball and the world basketball is also the process of conflict and fusion between Chinese basketball culture and the world basketball culture, and thus get continuous development and innovation. (3) Chinese basketball culture is mainly characterized by the diversity, unity and interaction in the process of pursuing the improvement of basketball competition level and satisfying people's social needs for basketball. Chapter II National Fitness Program

Local people's governments shall regularly organize mass sports competitions in their respective administrative areas.

Article 14 The competent departments of the people's governments at the county level in charge of sports shall, during traditional festivals and agricultural seasons, organize and carry out national fitness activities that are compatible with rural production and work and cultural life.

Article 15 State organs, enterprises, institutions and other organizations shall organize their own personnel to carry out inter-work (before) exercises and amateur fitness activities; where possible, they may hold sports meetings, and carry out activities such as physical exercise tests and physical fitness measurements.

Article 16 trade unions, **** Youth League, Women's Federation, Disabled Persons' Federation and other social groups shall combine their own characteristics, and organize their members to carry out national fitness activities.

Article 19 For the mass sports competitions and other national fitness activities held in accordance with the law, no organization or individual shall not illegally set up approval and charging approval fees.

Article 20 Radio, television, newspapers and Internet sites shall strengthen the publicity and reporting of national fitness activities, popularize scientific fitness knowledge, and enhance citizens' awareness of fitness.

Article 21 The school shall, in accordance with the provisions of the "Chinese People's *** and the State Sports Law" and "Regulations on Physical Education in Schools", according to the age, gender and physical condition of the students, organize and implement the teaching of physical education classes, carry out radio gymnastics, eye exercises and other physical activities, guide the students' physical exercise, improve the physical fitness of the students.

Schools should ensure that students participate in one hour of physical activity every day during the school year.

Chapter IV National Fitness Guarantee

Article 26 The people's governments at or above the county level shall include the funds required for national fitness work in the financial budget at this level, and with the development of the national economy gradually increase the investment in national fitness.

Article 29 The management units of parks, green spaces and other public **** places, shall arrange for fitness activities for all according to their own conditions. (3) a corresponding safety and security system and rescue personnel;

Article 33 The State encourages the organizers of national fitness activities and fitness venue managers to take out relevant liability insurance.

The state encourages citizens to participate in national fitness activities in accordance with the law to take out accidental injury insurance.

Article 34 The competent authorities in charge of sports in local people's governments at or above the county level shall, in accordance with the law, carry out supervision and inspection of high-risk sports activities.

Chapter V Legal Liability

Article 35 If a school violates the provisions of these Regulations, the competent department of education of the people's government at or above the county level shall order it to make corrections in accordance with the administrative authority; if it refuses to make corrections, the competent person in charge of the person who is responsible for the violation and the other persons who are directly responsible for the violation shall be given sanctions according to law.

Article 36 If a highly dangerous sports program is operated without authorization, the competent department of sports of the local people's government at or above the county level shall, in accordance with the authority of management, order rectification; if there is any illegal income, the illegal income shall be confiscated; if the illegal income is less than 30,000 yuan or if there is no illegal income, the person concerned shall also be fined from 30,000 yuan to 100,000 yuan; if the illegal income is more than 30,000 yuan, the person concerned shall be fined from 2 times the illegal income to 5 times the fine.

Article 37 of the high-risk sports program operators to obtain a license, no longer meet the conditions of these regulations still operating the sports program, by the competent departments of the local people's governments at or above the county level in accordance with the administrative authority of the sports department shall order rectification; there is unlawful income, the confiscation of unlawful income; unlawful income is less than 30,000 yuan, or no unlawful income, and impose a fine of 30,000 yuan or more than 100,000 yuan; If the illegal income is more than 30,000 yuan, and impose a fine of not less than two times but not more than five times the illegal income; if it refuses to make corrections, the original licensing authority shall revoke the license.

Article 38 The use of fitness activities to engage in the promotion of feudal superstition, contrary to social morality, disturbing the public **** order, and harming the physical and mental health of citizens, the public security organs in accordance with the provisions of the "Law of the People's Republic of China **** and the State Public Security Administration Punishments" shall be punished; constitutes a crime, shall be held criminally liable according to law.

Article 39 Staff members of the people's governments at or above the county level and their relevant departments who neglect their duties, abuse their powers, or engage in favoritism or malpractice in the work of national fitness shall be punished in accordance with law; if a crime is constituted, they shall be held criminally responsible in accordance with law.

Chapter VI Supplementary Provisions

Article 40 These Regulations shall come into force on October 1, 2009.
