Because carved paper-cutting tools are rare, the institute will register them one by one and then distribute them to paper-cutting enthusiasts recommended by cultural stations, communities and schools to teach them basic techniques. At present, Xiaogan Sculpture and Paper-cutting Association has more than 200 members. Paper-cut works are mainly complete sets of picture books, which are distributed to families when there is a "list". Since 2000, Xiaogan carved paper-cutting has been trying to "industrialize". However, apart from the government purchasing gifts or a few large enterprises ordering brochures, carved paper-cutting is not a real "industry".
