Talking about the Problems in the Management of Campus Laboratory
With the continuous expansion of enrollment in some colleges and universities, a pattern of multi-campus forming a university has been formed, and the traditional management mode can no longer be adopted in the laboratory management of multi-campus colleges and universities. At present, the problems existing in the laboratory management of multi-campus universities mainly include the following aspects.
1. Resource allocation. The laboratory resources mainly include experimental construction and maintenance funds invested by the state and schools, experimental teachers, equipment and rooms. After the formation of multi-campuses, laboratories must be built in multiple campuses. The Geotechnical Engineering Laboratory of Chongqing Jiaotong University is a professional basic laboratory, which is open to schools such as School of Civil Engineering, Hohai College and School of Management of Chongqing Jiaotong University. The majors are geological engineering, bridge engineering, tunnel engineering, geotechnical engineering, water conservancy and hydropower engineering, port and coastal engineering, cost engineering, building and structural engineering, traffic engineering, etc. The students in grades one, two, three and four are undergraduates and master's and doctoral students in all related majors. The experiment is characterized by a wide range of majors, many students and many courses. Therefore, in order to meet the experimental teaching tasks and laboratory opening tasks of various majors and grades, laboratories have to build laboratories in multiple campuses. Due to the limited investment in the construction of geotechnical and geological engineering laboratories every year, how to use the limited construction funds to build laboratories in two campuses at the same time is the main problem facing the laboratories. Although the experimental task is heavy, when there are only six experimental teachers in the laboratory and there is only one campus, the teachers are already very nervous. Therefore, how to allocate the limited teacher resources reasonably is also an important issue for the laboratory to build cross-campus laboratories.
2. Teachers' enthusiasm for work. With the formation of multi-campus structure, the workload of laboratory teachers has increased a lot, such as laboratory teaching workload, laboratory opening workload, laboratory equipment management and maintenance workload. At the same time, it also increases the fatigue of running around in many campuses, which has brought many negative effects to the work of laboratory teachers. How to establish an incentive and assessment system for teachers in multi-campus conditions, so as to improve teachers' work enthusiasm and eliminate teachers' negative emotions in multi-campus work is a problem faced by multi-campus laboratory management.
3. Construction of laboratory. With the construction of multi-campuses, laboratories must also keep up with the pace of school development. In the laboratory construction of the new campus, we can't completely copy the laboratories of the old campus. We need to comprehensively consider the increase in the number of students, new experimental projects, new experimental equipment, the layout of the entire experimental building, and then solve the problems such as the number of rooms, laboratory decoration, and the layout of equipment in the laboratory.
4. The laboratory is open. With the continuous improvement of social and national requirements for college students' practical ability, higher requirements are put forward for the opening of laboratories. 5. Ownership of the laboratory. The ownership of the laboratory is an important issue whether the laboratory can be built well. 2. Establish unified macro management of the school. Because the operation of multi-campus laboratory involves many campuses and colleges, it must be operated under the main line of unified management of the school. Only in this way can the construction and teaching of supporting laboratories be better coordinated. Especially when the school applies for national, provincial and ministerial laboratory construction projects, it can make good use of and allocate the limited experimental teaching resources of the school through unified arrangement. In addition, the division of annual laboratory construction funds should also be considered by the school as a whole.
3. Establish a dual management system of campus and college. The operation of multi-campus laboratories inevitably has to deal with various campuses and colleges. Therefore, multi-campus laboratories should implement the dual management system of campus and college. Among them, the college is mainly responsible for the arrangement of laboratory teaching tasks, and the campus is mainly responsible for the construction, management and maintenance of laboratories. Because the theoretical teachers belong to the college, the college manages the laboratory, which can coordinate the theoretical teachers to enter the laboratory for experimental teaching and counseling. At the same time, theoretical teachers and experimental teachers can formulate experimental teaching syllabus and determine experimental teaching items, thus ensuring the consistency between experimental teaching and theoretical teaching. Because the laboratory is located in each campus, the laboratory will use the resources of each campus. In order to coordinate the relationship between laboratory and campus, campus must be introduced into the management of laboratory. The completion of the new campus laboratory will increase the number of employees in the laboratory. Therefore, when making the laboratory admission plan, we can allocate some places to each campus. First of all, in order to reduce the management staff of imported laboratories in each campus, the laboratories in the new campus must concentrate on building a larger experimental center. Then each campus introduces some people who know the major and even have relevant professional work experience to enter the new campus. This part of the new staff is managed by the campus. When they live in the new campus, there will be no running around in multiple campuses, thus improving their work efficiency. These people are mainly engaged in the opening of the laboratory and the daily maintenance and management of laboratory equipment. The working hours are the same as those of administrative staff, and the shift system is implemented. Their performance pay takes the year-end assessment as an important indicator. The year-end assessment consists of two parts: the assessment results of the new campus management department and the laboratory assessment results, each accounting for 50%. This is beneficial to the management and work coordination of this part of the staff in the laboratory.
4. Establish a regular meeting system. Multi-campus laboratories should arrange a regular meeting once a month. Participants include laboratory directors, laboratory personnel, campus laboratory leaders, college laboratory leaders, and school laboratory management department heads. The agenda of each regular meeting mainly includes: ① report on the recent experimental teaching in the laboratory; ② Report the recent operation of the laboratory; ③ Examination and approval of experimental outline and experimental items; ④ Examination and approval of laboratory development plan; ⑤ Assessment of experimental teachers; ⑥ Audit of laboratory construction project application, etc. The implementation of the regular meeting system can make the relevant personnel and departments involved in the laboratory operation know about the operation status of the laboratory, and then coordinate all parties to provide support for the construction and operation of the laboratory. Based on the investigation and analysis of the problems faced by multi-campus laboratory management, this paper puts forward three principles that multi-campus laboratory management must follow: unified management, decentralized management, high efficiency and clear responsibilities.
