What is "segmented management of food safety"

Food safety involves every link from farmland to dining table. Worldwide, the corresponding food safety management can be divided into two modes: multi-sector segmented management and single-sector comprehensive management. China's food safety supervision adopts a multi-sector and segmented management mode, that is,

the local people's governments at or above the county level are responsible for, lead, organize and coordinate the food safety supervision and management in their respective administrative areas;

The administrative department of health undertakes the comprehensive coordination of food safety, and is responsible for food safety risk assessment, formulation of food safety standards, publication of food safety information, formulation of qualification certification conditions and inspection specifications of food inspection institutions, and organizing the investigation and handling of major food safety accidents;

the administrative department of agriculture is responsible for the supervision and management of agricultural products;

The quality supervision, industrial and commercial administration and the State Food and Drug Administration shall, in accordance with the responsibilities stipulated in this Law and the State Council, supervise and manage food production, food circulation and catering service activities respectively;

In addition, the animal inspection department is responsible for the supervision and management of livestock and poultry.
