Regulations of Changzhou Municipality on the Protection of Historical and Cultural Cities
The protection of historical and cultural cities includes the protection of historical cities, historical and cultural blocks, historical and cultural towns, historical and cultural villages, China traditional villages, historical sites, historical buildings, cultural relics protection units, immovable cultural relics, ancient and famous trees, traditional place names and intangible cultural heritage.
Within the scope of protection of historical and cultural cities, the protection of cultural relics protection units, immovable cultural relics, ancient and famous trees, traditional place names and intangible cultural heritage shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 The protection of historical and cultural cities shall follow the principles of government leading, participation of all parties, priority of protection and rational utilization, adhere to scientific planning and management according to law, and safeguard the authenticity, integrity and continuity of historical and cultural heritage. Article 4 The Municipal People's Government shall be responsible for the protection, supervision and management of the historical and cultural city of this Municipality. The people's governments of cities (districts) and towns under their jurisdiction are responsible for the protection, supervision and management of historical and cultural cities within their jurisdiction. Sub-district offices shall, in accordance with the provisions of these regulations, perform the relevant duties of protecting historical and cultural cities.
City, municipality (District) people's government shall incorporate the protection of historical and cultural cities into the national economic and social development plan and annual plan, and provide policy support and financial guarantee.
The Municipal People's Government shall evaluate the protection of historical and cultural cities every year, and incorporate the protection performance into the assessment of the municipal (District) people's government and relevant municipal departments. Fifth urban and rural planning administrative departments in conjunction with the administrative departments of cultural relics shall be responsible for organizing the implementation of these regulations.
Development and reform, information, education, science and technology, public security, civil affairs, finance, land, construction, transportation, water conservancy, culture, environmental protection, housing management, gardens, urban management, local chronicles, tourism, religion, civil defense and other relevant departments shall, according to their respective functions and duties, do a good job in the protection of historical and cultural cities. Article 6 The municipal and municipal (district) people's governments shall set up special funds for the protection of historical and cultural cities, which shall be used for the general survey, measurement, identification, emergency rescue, planning, repair subsidies, academic research and awards, etc. Seventh city, city (District) people's Congress Standing Committee shall strengthen the supervision of the protection of historical and cultural cities of the people's government at the same level by organizing law enforcement inspection, listening to and deliberating special work reports. Chapter II List of Protection Article 8 The Municipal People's Government shall establish a list system for the protection of historical and cultural cities. The protection list includes the following protected objects:
(1) China Grand Canal (Changzhou Section);
(two) the traditional pattern and historical features of historical cities;
(3) historical and cultural blocks, such as Qingguo Lane, Nanshi River, front and back North Shore;
(four) Meng He and other famous historical and cultural towns;
(five) Jiaoxi and other famous historical and cultural villages;
(six) Yangqiao and other traditional villages in China;
(7) Tianning Temple-Boat Pavilion, Shiplock Bridge Bay, Nanheyan, Sanbao Street-Xizhi Street and other historical areas;
(8) Historical buildings;
(9) Modern industrial heritage;
(10) Historical environmental elements with historical value;
(eleven) China Shu ape fossil site, Yancheng site, Helv site, Qu Qiubai's former residence and other cultural relics protection units and immovable cultural relics;
(twelve) underground cultural relics buried areas and ancient sites;
(thirteen) place names with historical and cultural value, commemorative significance or a long history;
(14) Intangible cultural heritages such as Jintan paper carving, Changzhou comb, Changzhou Liu Qing bamboo carving and random needle embroidery;
(fifteen) other protected objects that should be included in the protection list as determined by the Municipal People's government.
City (District) people's government may, according to the protection needs of historical and cultural cities, establish a protection list system at the same level.
The protection list shall specify the name, location, formation time and historical value of the protected object, and shall be announced to the public. The approved protection list shall not be adjusted without authorization. Ninth has not yet been announced as a historical and cultural block, with one of the following conditions, the Municipal People's government can determine the announcement as a historical district:
(a) a relatively complete traditional pattern and historical features, and a certain scale of the region;
(2) Typical and distinct regions that can reflect the national and local characteristics in a certain historical period;
(3) Areas with rich historical and cultural relics and a certain scale. Tenth buildings and structures that have not been announced as cultural relics protection units or registered as immovable cultural relics and meet one of the following conditions may be determined by the municipal or county people's governments to be announced as historical buildings:
(a) related to important historical events and historical celebrities;
(two) representative in the history of urban development and construction;
(three) representative in the history of industry development;
(4) It has historical and cultural significance such as commemoration and education;
(5) It reflects the architectural design style in a certain period and is typical;
(6) The architectural style and details have certain artistic characteristics and values;
(seven) to reflect the architectural artistic characteristics of the region or the nation;
(eight) in a certain area of urban or rural areas, it is symbolic or symbolic and has a sense of group psychological identity;
(9) representative works of famous architects;
(ten) building materials, structures and construction techniques reflect the level of construction engineering technology and science and technology at that time;
(eleven) the architectural form combination or spatial layout is advanced in a certain period of time;
(twelve) buildings with other value characteristics.
