Experts estimate that according to the current classification of three types of illiteracy by the United Nations, even in economically and culturally developed areas like Beijing, the number of illiterate people will exceed one million. During the Tenth Five-Year Plan period, China will focus on eradicating semi-illiteracy while consolidating the achievements of literacy.
