The Zi said, "He who rules by doing nothing, his Shun is also. What is a husband? It is but to be respectful of oneself and correct the south" (Lunyu Wei Linggong ) Confucius could say that a holy king like Shun ruled without doing anything, and he believed that as long as he sat respectfully in the court, the world could be ruled greatly, and the people could live in peace and work in contentment. Confucius' way of doing nothing was to promote rituals and music, so that the monarch and his subjects could each stabilize their positions, and whoever did not rebel, the Son of Heaven could rule without doing anything.
Even in modern times, the idea of "ruling by doing nothing" still has significance. In the 18th century, the phrase "the laziest government is the best government" was circulating in the West. This saying is an echo of the phrase "rule by doing nothing", which is a different approach. The fact that Laozi put forward the idea of "ruling by doing nothing" in the 5th century BC, more than 2 000 years before Westerners, is proof of the greatness of Laozi's thinking.
