New rules for elevator renovation and installation in old areas of housing and urban-rural development
As a national key livelihood project, the transformation of old residential areas has been in the process of development and exploration. The Guiding Opinions on Comprehensively Promoting the Renovation of Old Urban Residential Areas issued by the State Council made it clear that by the end of the Tenth Five-Year Plan, we should strive to basically complete the task of renovating old urban residential areas by the end of 2000 in combination with local conditions. Among them, the installation of elevators is the key work in the transformation of old communities. According to the statistics of the Ministry of Housing and Urban-Rural Development and other relevant departments, there are about 8 billion square meters of old houses built in China from 1980 to 2000, and more than 70% of the old houses where the elderly live in cities do not have elevators. It is estimated that more than 2 million elevators need to be installed in old buildings in China. However, in the process of installing elevators in some old communities, some practical problems have also appeared. For high-rise residents, installing elevators is naturally supportive, which not only makes it easier for them to go upstairs and downstairs, but also drives up house prices. However, for those owners who live on the lower floors, installing elevators is of little benefit to them. On the contrary, it is easy to bring more noise and block the sun. The dispute between the two sides also arose, and the opinions of high-rise and low-rise residents were not unified, which led to the delay of elevator installation process. However, in the exploration of working methods, many ways have been accumulated for installing elevators in old communities in many parts of the country, which can be summarized as: 1, canceling the "one-vote veto system". Because it is difficult to get the satisfaction of residents when installing elevators, some residents refuse to install elevators because of the inconvenience caused by sharing the expenses. For example, documents issued in Beijing, Shanghai, Qingdao and other places stipulate that as long as more than two-thirds of the residents in the community agree to install elevators, they can apply for and manufacture them. By circumventing the "one-vote veto" method, the current situation that one person's objection can hinder elevator installation can be solved. 2, the formation of the fund * * * This part is mainly aimed at the allocation of funds for the installation of elevators in old communities. Generally speaking, elevator installation adopts the principle of "who benefits, who contributes". That is to say, if the elevator is installed in the unit building, the first floor can be used free of charge and will not benefit, and the owners of other floors can not participate in fund sharing as long as they promise not to use it and will not benefit. 3, advocate the use of provident fund, etc. Because the renovation of old residential areas involves complex funds, not a small amount, some places encourage the use of special maintenance funds for residential areas to transfer public interests. At the same time, there are also places to install elevators in old communities to support residents to withdraw housing provident fund. 4. Encourage the installation of elevators in neighboring areas. The government is increasingly suggesting to install elevators in old residential areas, from the current mode of "installing elevators in independent unit buildings with residents' autonomy" to the mode of "the government supports owners to voluntarily install elevators in contiguous areas", so as to promote the cost inclination of elevator installation to elevator installation enterprises from the perspective of residents' coordination. In addition, a new mode of installing elevators in old communities has appeared in some places-"* * * Enjoy the elevator". In other words, the responsibility of building new elevators for residents in the community is contracted to the elevator company, which is solely responsible for the construction of elevators in the community and will operate in the market in the future. If you want to use the elevator, you need to pay the elevator company, and if you don't use it, you don't have to pay. In fact, the transformation of old residential areas is an important part of urban renewal in recent years. With the transformation of old cities and consumption upgrading, some cities are transforming old business districts to adapt to the new situation and better serve the general public. However, different from the idea that the newer the old blocks, the better, the core of the transformation of old blocks in many cities is to retain the "fireworks" of the city. Most of the old business districts gather various industries, including basic daily consumption such as food, clothing, housing, entertainment and shopping, which is the best carrier of the city's "fireworks". When it comes to Beijing, people often think of Qianmen and Wangfujing. When it comes to Shanghai, people often think of Nanjing Road and Huaihai Road. These old business districts are one of the epitome of urban culture and one of the landmarks of the city. Therefore, some insiders suggest that in the process of urbanization, we should correctly handle the relationship between the development of modernization and the preservation of traditional culture, do a good job in the transformation of old business districts, let new business districts and old business districts exist iteratively, tap the potential of domestic demand, and vigorously promote consumption. Generally speaking, it is of great significance to install elevators in old residential areas and transform old commercial areas, to improve the use function of old residential areas, to promote the construction of barrier-free environment, to meet the needs of an aging society and to improve the quality of urban life.
