On April 23, 2020, the Ministry of Finance issued the Notice on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles, extending the subsidy period and extending the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles to the end of 2022. In addition, the strength and rhythm of subsidy refund have been smoothed, that is, in principle, the subsidy standards for 2020-2022 are 10%, 20% and 30% respectively on the basis of the previous year.

For vehicles that meet the requirements in the fields of urban public transport, road passenger transport, rental (including car rental), sanitation, urban logistics distribution, postal express delivery, etc., the subsidy standard will not be lowered in 2020, and the subsidy standard of 202 1-2022 will be lowered by 10% and 20% respectively on the basis of the previous year. In principle, the annual subsidy scale is limited to about 2 million vehicles.

The above-mentioned Notice also sets a price threshold for subsidies for new energy minibuses, that is, the Notice proposes that the price of new energy minibuses must be below 300,000 yuan (including 300,000 yuan) before subsidies. In order to encourage the development of new business models of "changing electricity" and accelerate the promotion of new energy vehicles, vehicles with "changing electricity mode" are not subject to this regulation.

In addition, the above notice also adjusted the scope of subsidies for fuel cell vehicles, adjusted the purchase subsidies for fuel cell vehicles to select cities or regions with foundation, enthusiasm and characteristics, focused on technical research and industrial application demonstration of key components, and rewarded the demonstration cities by "rewarding instead of subsidizing". Strive to build an industrial chain of hydrogen energy and fuel cell vehicles in about four years, break through key core technologies, and form a good situation of rational layout and coordinated development.
