Dog Li Baozi began in the Xianfeng period of the Qing Dynasty, and was founded by Gao Guiyou, a native of Xi Zhuzhuang, Wuqing County, Zhili Province, who was nicknamed "Dogzi", and who had lived in Tianjin since he was a child, and worked as a helper and an apprentice in the Liu's Steam Eating Shop on the banks of the South Canal at that time. Gao Guiyou mastered the art of making baozi and other noodle dishes for three years, and then started a snack shop named "Deju No.", specializing in baozi.
With the help and apprenticeship of Liu's Steam Eating Shop along the South Canal, Gao Guiyou spent three years mastering the art of making buns and other noodle dishes, and then opened a snack store named "Deju No.", specializing in buns.
Because of the Deju No. of the buns color, flavor and shape are excellent, business is very prosperous, Gao Guiyou too busy to care about talking to customers, so many customers are jokingly referred to as "the dog sells the buns, ignore the people". Over time, people shouted smoothly, called him "dog indifferent" and the buns he operated were thus named "dog indifferent buns".
Yuan Shikai, who was the governor of Zhili during the training of the new army in Tianjin, offered the buns as a tribute to Empress Dowager Cixi in Beijing. Empress Dowager Cixi tasted it and said, "The beasts in the mountains, the geese in the clouds, and the freshness of the seabed of the cattle and sheep on the land are not as good as the fragrance of the dog buns, and you can live a long life by eating them." From then on, the fame of the dog buns, and gradually in many places to open a branch.

In 1947, Gao Huanwen, son of Gao Jinming, inherited the business and closed it down in 1952. After the founding of the People's Republic of China, in 1956, the Tianjin Municipality nationalized Gouli Baozi and moved the store to Shandong Road in the Heping District, and then set up a branch in Nanshi Food Street. 2001, the main store of Gouli was expanded.
With the development of "Dog Li", the varieties of buns were also innovated on the basis of inheriting the tradition, and gradually formed 6 categories and 98 varieties of buns. The technicians carefully developed chicken, duck, fish, meat, seafood and seasonal vegetables, wild vegetables, mushrooms as raw materials, using a variety of cooking techniques such as steaming, boiling, baking, branding, etc. to make the golden needle buns, dragon and phoenix buns, mandarin ducks buns, parsley buns, mixed buns, prawns and chives buns, and so on.
