The National Middle School Students' Innovative Composition Competition (formerly known as the National Middle and Primary School Students' Innovative Composition Competition) was founded in 2006 and was jointly initiated by the Department of Chinese Language at Peking University and Inside and Outside the Classroom. The competition adheres to the principles of fairness, impartiality, openness, and public interest, and aims to cultivate and select students who will inherit and carry forward the excellent traditional Chinese culture, use Chinese characters well, and write well in Chinese.

Taking the socialist builders and successors who can tell the story of China as the purpose and the concept of "group reading***writing" as the concept, the competition is committed to building the ecology of reading and writing composition, promoting the reform of language education and teaching, improving the comprehensive ability, innovative thinking, aesthetic taste and humanistic literacy of the majority of young people, and enhancing the ability of young people to apply the written language and cultural self-confidence, as well as exploring and developing the potential for the development of the Chinese culture. It is committed to building an ecology of reading and writing combined with composition, promoting the reform of language education and teaching, improving the comprehensive ability, creative thinking, aesthetic interest and humanistic literacy of young people, enhancing their language and writing skills and cultural self-confidence, and tapping and cultivating a group of outstanding students with specialties in language and innovative potential.

On September 13, 2018, the General Office of the Ministry of Education issued the Circular on <Administrative Measures for National Competitions for Primary and Secondary School Students (for Trial Implementation)> (hereinafter referred to as "Administrative Measures"). According to the Management Measures, the former National Primary and Middle School Students' Creative Composition Competition was officially renamed as National Middle School Students' Creative Composition Competition from the 14th session. The competition submits its application to the Ministry of Education every year and opens registration to high school schools and students nationwide after approval.

On August 20, 2020, the Ministry of Education announced the "List of National Competitions for Primary and Secondary School Students in the 2020-2021 School Year," and 35 competitions, including the "National Middle School Students' Innovative Composition Competition," were approved by the Ministry.

On September 7, 2021, approved by the Ministry of Education for the record (Education Supervision Office Letter [2021] No. 7, "Notice of the General Office of the Ministry of Education on the Announcement of National Competitions for Elementary and Middle School Students for the Academic Year of 2021-2022"), the 15th National Middle School Students' Innovative Composition Contest, sponsored by the Chinese Society of Writing and co-hosted by the College of Literature of Wuhan University and the Inside and Outside Classroom, was again entered into the Ministry of Education's events. The 15th National Composition Competition for Secondary School Students, organized by the China Writing Society and co-sponsored by Wuhan University's School of Literature and Classroom Inside Out, has once again entered the Ministry of Education's "white list" of events.
