A: As an important part of state power, executive power appears with the emergence of the state. The difference between modern administrative power and traditional administrative power is mainly reflected in the following aspects:

(1) Differences in power base. Modern administrative power is a kind of legal power, and the obedience of administrative object is based on the reasonable and legal power possessed by administrative subject. The internal structure of traditional administrative power shows that personal power is greater than position power, and personality authority is greater than position authority.

The internal differentiation of modern administrative power is quite complete and the division of labor is rigorous, while the traditional administrative power is the administrative power that adapts to the development of agricultural society.
