Is it illegal to use Chinese medicine powder for external use?

Legal analysis: it is not illegal, and the following three situations are not included in the management scope of traditional Chinese medicine preparations:

Therefore, as long as the plasters of clinics and other health institutions meet one of the above three conditions, they are not within the scope of policy management, and making their own products to serve patients is an act of diagnosis and treatment, not a violation.

Legal basis: Article 26 of the Law of People's Republic of China (PRC) on Traditional Chinese Medicine stipulates that Chinese medicine practitioners in rural medical institutions and rural doctors with knowledge and recognition of Chinese herbal medicines can plant and collect local Chinese herbal medicines in accordance with relevant state regulations and use them in their practice.
