Debate is also called debate and debate. Formally, it is a contest between two participants on a certain issue, but actually it is a contest of related knowledge, thinking and reaction ability, language expression ability and comprehensive ability around the debated issue. (1) Each player's speech should include two parts: answering and asking questions. Answer succinctly and ask clear questions (only one question can be asked at a time).
(2) When the other party asks questions, the asked party must answer them and may not evade or refute them.
2. Rules of free debate
(1) Free debate speeches must be alternated between the two teams. First, the player on the positive side speaks, and then the player on the negative side speaks. Both sides take turns until the time runs out. (four minutes per person)
(2) Cumulative calculation of time consumption of each team. When one party has finished speaking, the time consumption of the other party is calculated.
(3) In terms of total time, there is no limit to the order, times and time of speaking.
(4) If one team runs out of time, the other team can give up speaking or take turns to speak until the time runs out. Giving up the speech does not affect the score.
3. During the debate, each party shall not read the prepared manuscript or produce the prepared chart, but may produce the quoted books or

Detailed rules of the debate competition
1, time prompt
In the stage of free debate, when each party has 30 seconds left, the timekeeper will use a short bell (whistle) to remind them; Time's up. End the speech with a long whistle.
In the summary stage of attack and defense, when each side has 10 seconds left, the timekeeper will use a short bell (whistle) to remind them, and when the time is up, he will use a long whistle to stop speaking.
At other stages, when each player has 30 seconds left, the timekeeper will remind him with a short bell (whistle), and when the time is up, he will end his speech with a long whistle. When the bell rings, the speaker must stop talking, otherwise it will be dealt with in violation of regulations.

Because most of the debates in this contest are full of life colors, there is no need to dwell too much on the theoretical level in the opening debate. Argumentation requires clear logic and conciseness.
4. Attacks and debates
(1) The debate on offense and defense begins with two debates, and the pros and cons alternate.
(2) The pros and cons participate in the debate. A summary of the debate between the pros and cons. Two or three arguments must be used as an attacker once; The defense is arbitrarily designated by the attacker, and the number of times is not limited. Both the offensive and defensive sides must complete this round of attack and defense independently, and cannot be replaced in the middle.
(3) Both sides must answer each other's questions directly, and the questions and answers should be concise and clear. Repeated questions and evasive questions will be deducted. In each round of attack and defense, the roles of attack and defense shall not be exchanged, the defense shall not ask questions, and the attacker shall not answer questions.
(4) The pros and cons have completed the first round of attack and defense. When either side is seated, it is deemed that it has completed its own attack and defense, and the other player can play at will (make a statement or continue to ask questions) within a limited time.
(5) The stage of each round of defense is 1 minute and 30 seconds, and each question of the attacker shall not exceed 10 second, and more than three questions must be asked in each round. The defense cannot answer for more than 20 seconds at a time. Don't talk with the bell when the time is up. If both sides have not finished asking or answering questions, no points will be deducted.
(6) After four rounds of attack and defense, the team will summarize the attack and defense by the positive side and then by the opposing side, with a time limit of 1 minute and 30 seconds. The summary of the advantages and disadvantages of attack and defense should be aimed at the situation and content involved in the attack and defense stage, and it is strictly forbidden to recite the manuscript from the actual situation of the game.
5. Free debate
At this stage, the pros and cons automatically take turns to speak. The speaker's seat marks the beginning of the other speaker's speech at the end of the speech, and the other debater must speak immediately after it; If there is a gap, the accumulation will proceed as usual. There is no limit to the order in which the same debater speaks. If one party runs out of time, the other party can continue to speak or signal the chairman to give up speaking. Free debate advocates active confrontation, and the party who avoids confrontation more than twice on important issues will be deducted, and the questions that the other party has clearly answered will be deducted appropriately.

The performance of the pros and cons in the audience questioning stage is included in the competition results. The questions raised by the audience can only be answered after more than two judges have judged them valid. The pros and cons each answer questions raised by two spectators, and both sides answer any debater except the four debates. The answer time of a question is 1 minute. If one debater's answer time is not full, other debaters can supplement it.
7. Closing arguments
Both sides of the debate should make a summary statement on the overall situation of the debate; Be divorced from reality, recite the manuscript prepared in advance, and deduct points appropriately.

(2) Judgment of victory or defeat
1. The judgment of each game is based on the average score of the sum of the judges' scores (excluding a highest score and a lowest score). If the scores are the same, the judges will vote separately to decide the outcome of the game.
2. The personal score of the debater is only used as the basis for judging individual awards, and has nothing to do with judging the results of each game.
(3) Precautions:
1. During the debate, neither party's speech or behavior can involve personal privacy, personal attacks or personality criticism.
2. When asking questions, the attacker should ask reasonable and clear questions related to the topic, and must not state or extend the attack and defense results by himself, otherwise it will be considered illegal.
3. The defense should answer any questions raised by the attacker, but if it involves personal privacy or violates the rules, the defense should briefly explain the reasons and may not answer.
4. When the defense can't hear clearly, it can ask the attacker to repeat its contents, but it must not be done maliciously.
During the debate, the debater must obey the arrangement of the chairman.
Rules of Debate Competition 2 I. Competition System
1. Each class is divided into two teams of men and women, and the team leader is selected as the organizer of the debate in the team. Each team will send six representatives to participate, that is, six debaters, including the first and fourth debates 1 student, and the second and third debates will each have two students, that is, the pros and cons will each have six students. 3. Free debate stage (30 minutes)
The affirmative will speak first, then the negative, and those in favor and against will speak in turn. If one party gives up speaking, the other party can continue to speak.
4. Summary stage (8 minutes, 4 minutes for each party)

(4) Free debate advocates active confrontation, and the party who avoids confrontation more than twice on important issues will be deducted, and the questions that the other party has clearly answered will be deducted appropriately.
5. Closing arguments (four points need special attention)
Both sides of the debate should make a summary statement on the overall situation of the debate; Be divorced from reality and deduct points appropriately.
6. During the competition, the debater and other students are not allowed to leave their seats or disturb the other side or their debater. Otherwise, team points will be deducted as appropriate.

For students who are not debaters and have no chance to participate in the free debate, they can email their opinions to the teacher after the game, and the teacher will give extra points as appropriate, but the electronic homework will not affect the total score of the debate team.
Note: For those who attack others personally or use uncivilized language, the average score will be deducted 1.

3. The third stage (free debate stage)

4. The fourth stage (summary stage)
The closing arguments of the four opposing arguments need 4 minutes. The summary statement of the four arguments takes 4 minutes.

The audience can ask 1-2 questions to the pros and cons respectively. The audience's questions do not affect the score.
Rules of Free Debate in Debate Competition
1. Free debate time, and the order, time and sequence of each debater's speech are not limited. However, the speaking time of the whole team shall not exceed the free debate time of each team. Debaters should make full use of this time to strengthen their views and refute each other's remarks. If you are vague and abusive, it will affect the team's score.
At the beginning of the free debate time, any player with positive opinions will stand up and speak first. After he finished speaking, any other team member should speak immediately, and both sides should take turns to speak until the time runs out.
Two timekeepers time the two teams respectively. When one team member has finished speaking, the other team will start counting time, so the debater should try his best to gain time and stand up immediately after the representatives of both sides have finished speaking.
4. When a team has only one minute left to speak, the timekeeper will prompt in the form of a short whistle that the total speaking time has come. With a long whistle, the debater should end his speech immediately.
5. If one team has run out of speaking time and another team has time left, one or more members of the team can continue to speak until the team runs out of time.

6. In the debate, the debater can use props, charts and objects as auxiliary means to strengthen his statement, but the size should not be too large to avoid occlusion.
7. In every match, the position of the debater cannot be changed.

Step 6 comment
1) In the offensive and defensive link, the time for the attacker to ask questions should not exceed 10 second each time, and the time for the respondent to answer should not exceed 20 seconds;

4) Active confrontation is advocated in the free debate session, and points will be deducted as appropriate for the party who avoids important issues twice or more; If the other party has clearly answered and is still entangled, it will deduct points appropriately; The debaters of each team take turns to speak, and each debater stands up to speak at least twice, otherwise points will be deducted as appropriate according to the overall situation;
5) The timekeeper will put up a signboard 30 seconds before the end of the time limit for debating and concluding statements, and 10 seconds before the end of the time limit for attacking and arguing. At the end of the time limit, the debater may not continue to speak.

1, viewpoint: the debater is required to be rich in content and the quoted materials are adequate and appropriate;
2. Debate skills: debaters are required to have excellent debate skills and be able to refute the views put forward by the other side;
3. Resilience: Ask the debater to make timely and appropriate responses to the questions raised by the other party;
4. Language expression: When the debater is required to speak, his language expression ability is strong and infectious;
5. Aesthetic manner: When the debater speaks, he is required to behave gracefully and dress uniformly;
6. Team rating: give a comprehensive evaluation according to the performance and cooperation degree of the team in the competition, with a full score of100;
7. Individual score: the sum of the top five scores (full score 100), and the one with the highest score is the best debater on site.
