In order to further strengthen the management of pork reserves in our city, build a reserve management system with moderate scale, reasonable structure, scientific management and efficient operation, and ensure the smooth operation of the pork market in our city, these measures are formulated according to the spirit of the "Measures for the Administration of Reserve Meat in Hubei Province" and other documents.

Article 2 _

These Measures shall apply to the units and individuals engaged in and participating in the management, supervision, storage and processing of municipal reserve pork within the administrative area of this Municipality.

The term "municipal pork reserve" as mentioned in these Measures refers to the municipal pork reserve used for market regulation in response to major natural disasters, public health incidents, animal epidemics or other emergencies.

Article 4

The right to use the municipal reserve pork belongs to the Municipal People's government, and no unit or individual may use it without approval. The storage unit shall, in accordance with the requirements of the Municipal People's government and relevant departments, timely implement the operation and management of municipal pork reserves with good quality and quantity.

Article 5

Establish and improve the incentive and restraint mechanism of municipal pork reserve management, advocate the diversification of reserve subjects, encourage large chain enterprises, large wholesale enterprises and warehousing enterprises in the city to establish seasonal pork stocks, and form a diversified reserve system with government reserves as the mainstay and social reserves as the supplement.

Article 6

The Municipal Bureau of Commerce is responsible for the administrative management of municipal pork reserves, and selects municipal pork storage units through government procurement in accordance with the principles of reasonable layout, economic convenience, safety and application, and compliance with standards; Supervise and urge the storage units to standardize their operations, and supervise and inspect the quantity, quality and storage safety of reserves.

Municipal Development and Reform Commission is responsible for monitoring pork price dynamics and issuing early warning of price changes in a timely manner.

The Municipal Finance Bureau is responsible for implementing the budget arrangement of the municipal pork reserve special subsidy funds according to the capital demand put forward by the Municipal Bureau of Commerce, and guiding the Municipal Bureau of Commerce to supervise and inspect the use and management of the special subsidy funds from time to time.

The Municipal Bureau of Agriculture and Rural Affairs is responsible for providing relevant information about the city's pig stocks, slaughter and large pig farms.

Article 7

The municipal pork reserve task is implemented according to the provincial and municipal instruction plan. Follow the principle of "total control, dynamic adjustment and market operation" and implement the system of perennial reserve and regular rotation.

Article 8

Municipal reserve pork storage follows the principles of openness, fairness and marketization, and the pork quality reaches the standard of central reserve meat with reference to the price of the professional platform for central reserve meat storage.

Article 9

Municipal reserve frozen pork adopts a regular rotation system, which is market-oriented, and the storage units operate in a market-oriented manner. During the shelf life of the goods, the rotation update will be started, and the same amount of pork will be purchased in time to keep the total amount of pork in reserve unchanged and the quality is qualified.

Article 10

When there are abnormal fluctuations in the market, or there are other situations that require the use of municipal pork reserves, the Municipal Development and Reform Commission will take the lead in organizing the Municipal Bureau of Commerce, the Municipal Bureau of Agriculture and Rural Affairs and other departments to discuss and study, put forward a plan for the use of municipal pork reserves and report it to the Municipal People's Government for approval, and the Municipal Bureau of Commerce will be responsible for guiding the storage units to organize and implement it. The storage unit shall deliver the goods according to the specified time, variety, quantity, price and delivery target. After the release, the storage unit shall make up the variety and quantity of pork within 1 month, so as to ensure that the total amount of pork stored at the municipal level remains unchanged and the structure is reasonable. The storage unit shall submit the implementation in writing to the Municipal Bureau of Commerce within 15 days after the completion of storage, storage and delivery.

Article 11

Municipal reserve pork management to implement the public inspection system. The Municipal Bureau of Commerce determines the public inspection unit through government procurement every year. According to the requirements of the Measures for the Administration of Reserved Meat in Hubei Province, the provincial public inspection unit determined by the provincial competent department in that year can also be determined as the municipal public inspection unit for reserved pork.

The public inspection unit is responsible for the inspection and verification of the pork quantity stored in the municipal warehouse according to the entrustment of the Municipal Bureau of Commerce; In accordance with the national health quality and safety standards and management norms, be responsible for the inspection of facilities and equipment, health and safety environment, management norms and the quality of reserved meat in reserve bases and warehouses. The inspection results shall be issued to the entrusting party and the storage unit in the form of public inspection report, and the public inspection unit shall be responsible for the inspection results.

Article 12

The Municipal Bureau of Commerce is responsible for the qualification identification and dynamic management of municipal pork reserve bases and warehouses. In principle, audit appraisal 1 time every 2 years. The inventory of reserve bases and warehouses must be kept in the quantity specified in the reserve plan all the year round. Reserve bases and warehouses have problems such as untrue quantity, unqualified quality, irregular operation and unsafe reserves, and the Municipal Bureau of Commerce shall order the storage units to rectify, and may reduce or cancel their reserve subsidies.

The pig reserve is implemented according to the qualification standards of the central reserve meat and live livestock reserve base. Bases and warehouses undertaking pork storage tasks must meet the relevant requirements of the Measures for the Administration of Reserve Meat in Hubei Province.

Article 13

The transportation and miscellaneous fees, electricity charges, refrigeration fees, organization management fees, insurance premiums, loan interest and other expenses incurred by the storage unit due to the implementation of the municipal pork storage task shall be lump sum, and the losses shall be reduced and retained, and the excess losses shall not be made up. In principle, the expenses arising from the price difference between the depots shall be borne by the enterprise itself. Give special public inspection fee subsidies to public inspection units to realize full coverage of public inspection of reserved pork.

Subsidy funds shall be allocated in advance at the beginning of the year and liquidated at the end of the year. The storage unit shall apply to the Municipal Bureau of Commerce for allocating subsidy funds, and the Municipal Bureau of Commerce shall allocate subsidy funds in advance according to the process. After the end of each year, the Municipal Bureau of Commerce entrusts a third-party agency to audit the completion of the municipal pork reserve task and conduct liquidation according to the audit results of the third-party agency.

The public inspection fee shall be directly allocated to the unit undertaking the public inspection at one time after the completion of the annual public inspection task by the Municipal Bureau of Commerce according to the actual situation of the public inspection unit.

Article 14

Due to special circumstances such as sharp fluctuation of pork market price, epidemic situation and war, it is necessary to temporarily increase the municipal pork reserve, which exceeds the total amount of reserve tasks or organizes the release according to government instructions, resulting in price difference loss and related expenses such as warehouse rotation and release. The Municipal Bureau of Commerce invites a third-party organization to review and report to the Municipal People's Government in accordance with the procedures to subsidize the storage units according to the facts. The profits from the launch are used to deduct future annual subsidies.

Article 15

Storage units should strictly strengthen the physical management of municipal pork reserves, and implement special storage, special management, special account records and listing express; Establish and improve various internal management systems, and shall not use reserves without authorization, falsely report the quantity of reserves, or change reserve bases and warehouses without authorization to ensure the safety and integrity of municipal pork reserves.

The storage unit shall strengthen the accounting and subsidy management of municipal pork reserves, conduct accounting according to the current enterprise accounting system, and correctly reflect the financial status of municipal pork reserves; To establish and improve the municipal pork reserve accounting and statistical reporting system, monthly 10 before the last month, the municipal pork reserve quantity, price, amount, storage and rotation of the daily statistical report submitted to the Municipal Bureau of Commerce. Submit statements in a timely, comprehensive and accurate manner, ensure that the accounts are consistent, and consciously accept the supervision and management of the Municipal Bureau of Commerce, the Municipal Finance Bureau, the Municipal Audit Bureau and other departments.

Article 16

No unit, enterprise or individual may use municipal pork reserves for external mortgage, pledge or repayment of debts. When the reserve base and the reserve bank enter the liquidation or bankruptcy procedure, the relevant enterprises shall inform the Municipal Bureau of Commerce in writing 60 days in advance; Due to transformation and upgrading, relocation and other reasons can not achieve normal production and operation, 30 days in advance to report to the Municipal Bureau of Commerce; Due to natural disasters, it is necessary to report to the Municipal Bureau of Commerce in a timely manner.

Article 17

The storage unit shall consciously accept the inspection, verification and inspection of the public inspection unit selected by the Municipal Bureau of Commerce.

Public inspection personnel should implement the standardized procedures stipulated by the national and provincial authorities when conducting inspections, and take the initiative to show the commissioned certificate and work certificate of the Municipal Bureau of Commerce to the inspected unit; Do not accept the invitation of the inspected unit or accept the gift from the inspected unit. If there is a complaint, once verified, the public inspection unit will handle it according to the relevant regulations; If the problem is serious, the competent commercial department shall terminate the entrustment of public inspection and report to the financial department for deduction of public inspection funds.

The inspected unit shall not refuse or obstruct the inspection, verification and inspection for any reason, and shall not resort to deceit. If there is any discovery or complaint, once verified, the reserve contract will be terminated, the reserve subsidy funds will be cancelled, and the meat reserve business will not be engaged in for 3 years. If it is found that the inspection, inspection and verification do not meet the requirements and standards of relevant national codes, or still do not meet the requirements after rectification, the reserve contract shall be terminated and the reserve qualification shall be cancelled.

Article 18

After receiving the reserve subsidy funds, the storage unit shall conduct financial management in accordance with the provisions. It is strictly forbidden for any unit or individual to impersonate reserve subsidy funds or change the use of funds without authorization.

Article 19

National public officials who violate the provisions of these measures shall be dealt with in accordance with the provisions of the Civil Service Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Administrative Punishment of Public Officials, and the Regulations on Punishment of Financial Violations.

Article 20

These Measures shall come into force 30 days after the date of promulgation and shall be valid for 5 years.
