Why only Nebraska and Maine are proportional in US elections

The state is divided by congressional districts, so that the results of each congressional district are used to determine who to vote for in that district.

This was done to reform the irrational "winner-take-all" system, which Maine started in 1972 and Nebraska in 1996, and they were the pioneers of the reform. But "splitting the vote by congressional district" never happened, and the electoral votes in both states went to the same candidate every time.

In fact, Massachusetts used to have gerrymandered elections in the 19th century, presumably because Massachusetts had a lot of literate politicians who were more active in reform, and Maine was part of Massachusetts at the time, and then Maine continued the gerrymandering tradition when it became independent.
