What is the development prospect of the Pearl River Delta?

Since the reform and opening up, the Pearl River Delta economic circle has started a rapid development stage, becoming one of the most important economic contribution forces in China, and making great contributions to China's economic development and foreign trade. However, in recent years, it has also shown its own weakness and development bottleneck, as well as the urgency of innovative development and transformation of economic development mode. Through visiting and observing the major cities in the Pearl River Delta, the author talks about his own understanding of the road of economic development in combination with this article.

The Pearl River Delta is located in the southeast of Guangdong Province, at the lower reaches of the Pearl River, adjacent to Hong Kong and Macao, facing Southeast Asia across the sea, with convenient maritime transportation, and is known as the "South Gate" of China. The concept of "Pearl River Delta" originated in the early 1990s. At the end of 1990s, the concept of "Greater Pearl River Delta" appeared on the basis of "Little Pearl River Delta". The Coordinated Development Plan of the Pearl River Delta Urban Agglomeration (2004-2020) clearly states that the Pearl River Delta, that is, the Pearl River Delta Economic Zone, includes Guangzhou, Shenzhen, Zhuhai and Foshan.

Jiangmen, Dongguan, Zhongshan, Huizhou and Zhaoqing have a total population of 42.3 million and a total land area of 4 1698 square kilometers, of which construction land (including urban construction land, town construction land and village construction land) covers an area of 6,640 square kilometers.

The present situation of economic development in the Pearl River Delta is:

The economy has achieved rapid growth. From 1980 to 1996, the Pearl River Delta region achieved an average annual growth rate of 17.8%, which was not only higher than the average growth rate of 14.5% in the whole province and 9.7% in the whole country, but also higher than the average growth rate of the "four little dragons" economy in Asia in the take-off stage.

The overall level of export-oriented economy is relatively high. The Pearl River Delta region gives full play to the geographical advantages adjacent to Hong Kong and Macao and the favorable conditions for overseas Chinese to spread all over the world, and promotes the high-level and rapid development of export-oriented economy with the guidance of the international market and the support of the domestic market.

Balanced and coordinated development of urban and rural areas. Now, there is a town every 65. 127 square kilometers in this area on average. In the process of urbanization in the Pearl River Delta, the service function of modern towns and the advantages of rural customs complement and combine with each other, which promotes the coordinated and balanced development of urban and rural areas and forms a unique integration area.

The most important feature of the Pearl River Delta region's economy is extroversion. At present, about half of the gross national product in the Pearl River Delta region is achieved through international trade, and the total foreign trade exports account for more than 10% of the whole country. Most of the products of many enterprises are supplied to the international market. The basic way to develop export-oriented economy in the Pearl River Delta region is to introduce capital, advanced technology, equipment and management from abroad. At the same time, this area has the advantages of being adjacent to Hong Kong and Macao, hometown of overseas Chinese, excellent seaport and abundant labor force, and the preferential policies formulated by the state for it, making it a treasure-house for attracting foreign investment and foreign enterprises to settle down.

But it also faces a series of problems: the proportion of exogenous economy is high; The homogenization tendency of industrial structure is serious; The emergence of domestic "multi-center" regional economic structure; Rising labor costs; Many traditional industries that occupy an absolute dominant position in the Pearl River Delta have entered a period of low profit. How to upgrade the industrial structure and rebuild a new economic "growth pole" has also become a serious problem faced by the Pearl River Delta government and enterprises. In the new century, with the reduction of the special advantages of policies, the status of Guangdong and other parts of the country has gradually leveled off. Guangdong used to be the "leader", but now it is the "Ma Benteng" of all provinces in China.

In this regard, I think there are the following solutions and development opportunities:

I. Industrial transformation

As we all know, industrial transfer is the only choice for regional economic development to a certain stage, and it is also the only way in the process of industrialization. Those Pearl River Delta processing trade models that once created brilliant "three supplements and one supplement" have seriously inhibited the upgrading process of manufacturing industry in the Pearl River Delta because most of their industries are at the low end of the value chain and are mostly labor-intensive enterprises. Moreover, these industries are mainly export-oriented industries, which are particularly vulnerable when the financial crisis comes. Therefore, for the Pearl River Delta manufacturing industry, industrial upgrading has become inevitable.

Second, the Outline ignited the enthusiasm for innovation and development.

The planning period is until 2020. Five strategic orientations for the reform and development of the Pearl River Delta region in China are determined: the experimental area for exploring scientific development mode, the pioneering area for deepening reform, the important international gateway for opening wider to the outside world, the world advanced manufacturing and modern service industry base, and the important national economic center.

Third, be invincible by independent innovation.

In the outline issued by the state, it is clearly stated that the Pearl River Delta region should improve its independent innovation ability, strengthen the dominant position of independent innovation of enterprises and build an open regional innovation system. In fact, some cities in the Pearl River Delta have also proved the importance of independent innovation with practice.

Fourth, open the "meridians" of regional economic development.

In the planning of Guangdong province, the construction of three economic circles will be regarded as a breakthrough to promote the integration of the Pearl River Delta. Specifically, the so-called three economic circles are "Guangfo Zhao" with Guangzhou as the core and Foshan and Zhaoqing as the nodes.

Economic circle; Shenzhen as the core, Dongguan and Huizhou as the nodes of the "Shenwanhui" economic circle; And the "Pearl River" economic circle with Zhuhai as the core and Zhongshan and Jiangmen as the nodes.

After 30 years of reform and opening up, the Pearl River Delta has always been at the forefront and has become the benchmark for the country's reform and opening up. Now, after the baptism of the global financial turmoil, they have seized the opportunity of industrial transformation and upgrading and are going all out.

We have taken a step towards solving the outstanding problems that hinder the further development of the Pearl River Delta, such as low industrial level, low per capita development level and increasing pressure on resources and environment.
