Russia's most gangster city

St. Petersburg is the second largest city in Russia, with a large number of gangsters (not counting the "skinheads", who are quite numerous, but in the end are just hooligans, and now there are basically no politicians manipulating the skinheads in Russia), most of whom are legally licensed businessmen, well-dressed, and polite.
