In order to implement the Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden in Compulsory Education issued by the General Office of the Central Committee and the General Office of the State Council, give full play to the main function of teaching and educating people in schools, strengthen the standardized governance of online and offline off-campus training institutions, and solve the problem of "urgent difficulties and worries" of the masses, the following implementation plan is formulated.

The pilot city of Zhejiang's double-drop policy is Jinhua. Comprehensively improve the quality of on-campus education and teaching, comprehensively reduce the excessive workload of students, comprehensively improve the level of after-school custody services, and comprehensively standardize the behavior of off-campus training institutions.

In terms of "comprehensively improving the quality of school education and teaching", we should achieve "four improvements":

① Strengthen the supply of quality education resources. Promote the high-quality and balanced development of compulsory education, actively promote group-run schools and the construction of urban and rural schools, and achieve "full coverage" in 2022. Promote the normal exchange of teachers and promote the balanced flow of high-quality teachers. Teachers who have taught in the same school for over 12 years and principals who have worked in public schools for compulsory education for over 10 years (subject to personnel relations) shall communicate in line with the conditions in principle.

② Strengthen the improvement of classroom quality. Schools should offer enough courses prescribed by the state, so that teachers can "teach as much as possible" and students can "learn well enough", give play to the research guidance role of teaching and research departments, popularize excellent teaching experience and solve teaching problems.

(3) Strengthen the management of examination questions. Schools are not allowed to prepare for the exam in advance, violate rules and regulations, exceed the standard of test questions, and rank in the exam. Test scores should be graded, and the tendency of score-only theory should be resolutely overcome.

(4) Strengthen enrollment management in senior high school. We will fully implement the principle of "ordinary recruitment of citizens and ordinary recruitment of general posts" and effectively standardize the enrollment order of ordinary high schools. Since 2022, high school students' enrollment registration, voluntary reporting and admission have been included in the unified enrollment network platform. Gradually increase the proportion of high-quality ordinary high school enrollment indicators allocated to junior high schools in the region, and allocate them to junior high schools according to the number of junior high school graduates, reaching more than 75% in 2023 and more than 85% in 2025.

In terms of "reducing students' excessive homework burden in an all-round way", we should achieve "four enhancements":

There is no written homework in the first and second grades, and the school can arrange consolidation exercises appropriately; The average completion time of written homework in grades three to six of primary school should not exceed 60 minutes, and the average completion time of written homework in junior high school should not exceed 90 minutes, so as to resolutely prevent students from having too much written homework.
