Debate process and rules

Debate process and rules are as follows:

I. General:

Three, the debate process:

(a) speech stage

Thesis statement: the positive side of the first speech 3 minutes, the negative side of the first speech 3 minutes.

(2) Offensive phase

1, the positive side of the second defense questions, choose the negative side of the second or third defense (only one) players to answer.

2. The second defense asks a question, and the second or third defense (only one) chooses to answer it.

3. The third defense asks a question and chooses the second or third defense (only one) to answer.

4. If the opponent asks a question, he/she will choose the second or third defense (only one) to answer.

5. Each question will take 30 seconds and each answer will take 1 minute.

6. After the four rounds of debate, the first defense and then the second defense will make a summary of the debate for the team, which will last for 2 minutes. Both sides should focus on the attack and defense stage of the situation and related content, and is strictly prohibited from detaching from the actual situation of the memorandum.

(three) free debate stage

from the positive side to speak first, and then the negative side to speak, the positive and negative side of the speech in turn. ***The time limit is 8 minutes, 4 minutes for each side.

Rules:

(1) Time Cue

When 30 seconds are left for the debater to speak, the timekeeper will give a short voice to remind the debater to speak once, and when the time is up, the debater will terminate the speech with two voices, or else it will be regarded as a violation of the rules.

(2) The rules of offense and defense

1, each member of the team should ask a clear question, the answer should be concise (each question is limited to one question).

2. The defense starts with the second defense, and alternates between the positive and negative sides.

3. The second and third defenses of the positive and negative sides will participate in the defense. The first defense makes a summary of the attack. For and against the second and third defense and must have one as the attacker; defense by the attacker to designate, not limited to the number of times. Both sides must complete the round of attacking and defending individually, and cannot be replaced in the middle of the round.

4. The attacker must ask more than three questions, the defense must answer the questions positively, the defense may not ask questions in return, and the attacker may not answer the questions.

(3) Rules of Free Debate

The two sides will have a free debate, which will start with the positive side, followed by the negative side, and then the positive and negative sides will take turns to speak automatically. Each speaker will speak at least once during this period, and there is no limit to the number of times, the time and the speaking order of the four speakers of each side. However, after one of the speakers of a side has taken his seat, none of the speakers of that side may speak again before the other side speaks.

Each side has four minutes, and when one of the speakers takes his seat, the clock of that side is suspended and the clock of the other side starts. Each side will be signaled by a bell once when there are 30 seconds left, and twice when time runs out; one side will stop speaking immediately when time is up, and the other side may indicate to the chairperson that it wishes to forfeit the remaining time or continue speaking until time runs out.

(4) The debater may bring small cards, show or quote extracts from books or newspapers to strengthen his/her argument.

(5) Reduction of points for overtime: This rule will be counted by the on-site staff. Each time the time limit is exceeded, the team will be reduced by 3 points, and the overtime players will be reduced by 2 points.
