The concrete connotation of service-oriented government

Service-oriented government is a new model of modern government governance, which is put forward in view of China's traditional planned economy. The service-oriented government requires governments and officials at all levels to establish the idea of "people-oriented, society-oriented and rights-oriented", that is, the people are the masters of the country, and the power of the government comes from the alienation of the people. Serving the people is the bounden duty of the government, and the interests of the people are paramount. The government must serve the people wholeheartedly and maximize the public interest. At the same time, the government must change from blindly emphasizing rule-based work and obedience to specific functions, powers and structures to strong customer orientation and recognition of mission, publicity and effectiveness, and fully consider the specific situation and needs of the public. However, the traditional concept of regulating government stays on the basis of "official standard, government standard and power standard". The government's use of public power is mainly to maintain the ruling order and control the society, and the public and society have little room for domination and autonomy.

The service-oriented government aims at service, which means that the relationship between the government and the public will be transformed into the relationship between service providers and consumers. The purpose of the government's exercise of power is no longer mainly to control, but to provide better services to the public. According to the concept of modern public management, the government is not a bureaucracy above the society. In a sense, it is more like a responsible "entrepreneur", and citizens are its "customers". The "entrepreneurs" here are not businessmen, but people who constantly improve the efficiency of public resource allocation. The service-oriented government will be guided by the market, that is, the public demand, because only a customer-driven government can provide public services that meet people's reasonable and legitimate needs. The power-based and official-based thoughts of the regulated government make the government's behavior very random and its sense of responsibility is not strong. The public can't even investigate the government's violation of its own rights and interests legally and in fact. Service-oriented government must be responsible for its own actions and services because of its own democratic characteristics. The people have the right to question, investigate and even recall the government's dereliction of duty.

Service-oriented government is closely linked with limited government, responsible government, government ruled by law and effective government. The latter is the inevitable requirement of the former, and the former is the comprehensive embodiment of the latter.
