Special equipment refers to boilers, pressure vessels (including gas cylinders, the same below), pressure pipes, elevators, lifting machinery, passenger ropeways, large amusement facilities and special motor vehicles in the field (factory) which are related to life safety and great danger. Among them, boilers, pressure vessels (including gas cylinders) and pressure pipelines belong to pressure-bearing special equipment; Elevator, hoisting machinery, passenger ropeway and large amusement facilities belong to electromechanical special equipment.

At present, there are eight categories of special equipment under safety supervision in China:

There are three kinds of pressure-bearing equipment, namely boilers, pressure vessels and pressure pipes;

Electromechanical five categories, namely elevators, lifting machinery, passenger ropeways, amusement facilities and motor vehicles in the field (factory).

Law of the People's Republic of China on Safety of Special Equipment

Article 1 This Law is formulated with a view to strengthening the safety of special equipment, preventing accidents of special equipment, ensuring personal and property safety and promoting economic and social development.

Article 2 This Law is applicable to the production (including design, manufacture, installation, modification and repair), operation, use, inspection and testing of special equipment and the safety supervision and management of special equipment.

The special equipment mentioned in this Law refers to boilers, pressure vessels (including gas cylinders), pressure pipes, elevators, lifting machinery, passenger ropeways, large amusement facilities, special motor vehicles in the field (factory) and other special equipment to which this Law is applicable according to laws and administrative regulations.

The state implements catalog management for special equipment. The catalogue of special equipment shall be formulated by the safety supervision and management department of special equipment in the State Council, and shall be implemented after being approved by the State Council.

Article 3 The safety work of special equipment shall adhere to the principles of safety first, prevention first, energy conservation and environmental protection, and comprehensive management.

Article 4 The State implements classification and safety supervision and management throughout the production, operation and use of special equipment.
