The Double Ninth Festival is a traditional food festival in China, which begins on the first day of the first lunar month and ends on the last day of the lunar calendar every year, and lasts for one month. "Eating sheep in dog days" has a long history in Xiaoxian County, Anhui Province and Xuzhou, Jiangsu Province, which can be traced back to the Yao and Shun period. Since ancient times, there has been a saying among the people in Huaihai that "a bowl of mutton soup needs no prescription from a doctor".

In Xuhuai area, mutton is well known. Speaking of Xiaoxian, people in Xiaoxian and Xuzhou have the custom of eating sheep in dog days. On the first day of sleep every year, people are used to buying mutton from the vegetable market and cooking it at home.

Because Xiaoxian was a county under the jurisdiction of Xuzhou in ancient times, there were frequent folk exchanges between the two places, and there were many restaurants in Xiaoxian, which was also the reason why this festival was quickly developed and spread in Xuzhou later. Xiaoxian mutton has a good reputation for more than 300 years.
