1 Samuel 24 explains it section by section.

"The Lord is angry with Israel again" (section 1), probably because the northern tribes not only actively participated in Absalom's rebellion, but also refused God's will and continued to rebel with Sheba after Absalom's defeat (22). God "excited David" (1 verse). The main purpose of the head count is not to discipline David, but to bring disaster to the people, deal with their physical pride and punish their contempt for God (17: 4).

Section 1 specifically separates "Israelis" from "Jews" (section 1), indicating that "Israelis" here refer to other tribes.

The original text of "exciting David" is "inciting David to attack them", which shows that God deliberately used this matter to discipline the Israelites. God "does not tempt people" (Ya 1: 13), nor does he tempt people to commit crimes. In fact, he was "Satan rose up to attack Israel and provoked David to count them" (2 1: 1).

However, God did not help David resist temptation, so it can be said that God "incited David to attack them". Whether instigated by Satan or allowed by God, the root of the problem comes from people. When David's kingdom was established by God, his inner pride gradually increased, and Israel became more and more proud and confident. Therefore, "the Lord is angry with Israel again", on the one hand, is to expose David's pride, on the other hand, is to deal with the people's physical pride.
