Mangshi is a town in Luxi City, the capital of Dehong Prefecture. This is the only place to go to Ruili or Wanding to participate in border trade activities and travel abroad in Myanmar.

Premier Zhou Enlai's memorial pavilion in the scenic spot was built to commemorate Premier Zhou Enlai and Vice Premier He Long's visit to Myanmar in February 1956, and they came to mangshi with Myanmar's Prime Minister Ba Swe to attend the gathering of the border people of the two countries. The pavilion is 27 meters high, surrounded by pedestals, marble railings, 20 portals, golden multi-storey double eaves, and the cornices are decorated with 28 ceramic golden peacocks at will. The architectural style is Dai.
