The throttle is dirty. Would it be better to change the air and filter it?

Changing the air filter can't fundamentally solve the problem of dirty throttle. The reason why the throttle valve is dirty is that the vacuum degree in the intake pipe sucks some oil or combustion residue out of the cylinder. If you see your throttle, you will find something dirty behind it. The problem will not disappear unless the throttle is cancelled.
