What is the purpose of Ito Bowen's establishment of "Ming Road Pavilion Diplomacy"?
The government has built a large-scale construction project in Hibiya Park in Tokyo, building a luxurious road-opening pavilion, holding various dances and frequently performing plays as a place to win over westerners. Ito Bowen also held a masquerade ball himself, and I pretended to be a Venetian aristocrat. The dignitaries and ladies and gentlemen had a carnival, which made a fuss. In doing so, Ito Bowen aims to show diplomats from Europe and the United States that Japan has become "civilized". This kind of diplomatic strategy is called "minglu pavilion diplomacy".
