In the previous naturally aspirated vehicles, the vacuum source of the vacuum booster was the intake manifold of the engine, and now most vehicles are equipped with electric vacuum pumps.
Neither the intake manifold nor the electric vacuum pump can provide enough vacuum after the car is turned off and powered off.
So under normal circumstances, although you can step on the brake pedal after the flameout, the pedal will become very hard, harder to step on than during normal driving, and basically can't move.
This is like saying: bone soup will become soup when heated, and will become frozen when the temperature is lower.
It should be noted that even if some models step on the brakes after the flameout and power failure, the brake lights will still be on. If you often step on it after the power is turned off, it may be that the battery is dead, so you need to pay special attention.
Whether the gear lever can move depends on the situation. Whether the shift lever can be broken at will depends on the situation.
Traditional automatic gears can't move at will.
For example, in an automatic transmission vehicle with a traditional gear shift lever connected by mechanical transmission, the gear shift lever can't be hit casually and can't be broken after flameout.

There is a solenoid valve under the shift control mechanism of automatic transmission car to lock the shift handle in P position. Only when the vehicle is powered on and the brake is pressed will the solenoid valve be unlocked.

It's like: the lock is locked and can only be opened with a key. If you poke the lock hole with something else, it won't open, and it may even break the lock, so the key can't be inserted, right?
So if you really encounter special circumstances, you have to shift gears in the case of power failure. Generally, only the emergency unlocking mechanism can be used to shift gears.
