Regulations on Agricultural Technology Promotion in Shandong Province

Chapter I General Provisions Article 1 In order to accelerate the promotion and application of agricultural science and technology, to protect the legitimate rights and interests of agricultural technology promoters and applicators, and to promote the transformation of agricultural production from traditional to modernized agriculture, in accordance with the relevant provisions of the State, in conjunction with the actual situation in this province, the formulation of these regulations. Article 2 The agricultural technology referred to in these regulations refers to the production technology applied to agriculture, the monitoring and use of agricultural production materials technology, agricultural products monitoring technology, as well as agricultural energy utilization, environmental protection technology.

Agricultural technology promotion as referred to in these regulations, refers to the popularization of agricultural technology applied to all activities in production practice. Article 3 All units and individuals engaged in agricultural technology promotion and application activities within the administrative area of the province must comply with these regulations. Article 4 The promotion of agricultural technology should be oriented to the rural areas, according to local conditions, and serve the agricultural production; it should emphasize the economic, social and ecological benefits. Article 5 to implement the combination of agricultural science and education, and accelerate the popularization and application of new technologies.

The competent departments of scientific research and education shall organize scientific research and education units to list the technical problems that need to be solved in agricultural production as topics, provide research results to the agricultural technology promotion departments, train talents, and carry out technological development and promotion work in conjunction with scientific research and teaching. Article 6 The provincial agricultural administrative department shall be in charge of agricultural technology extension work in the whole province. City (prefecture), county (city, district) agricultural administrative department in charge of agricultural technology extension work within the jurisdiction. Article 7 The people's governments at all levels shall strengthen the leadership of agricultural extension work, formulate policies and measures, coordinate the relationship between all parties, stabilize and expand the agricultural extension team, and ensure the smooth progress of the extension work.

Planning, finance, finance, taxation, materials, commerce, foreign trade, personnel, prices, technical supervision, industry and commerce, science and technology, education and other departments shall actively support the work of agricultural extension within their respective areas of responsibility. Article 8 Encourage and support relevant enterprises and public institutions, social organizations and scientific and technological personnel to engage in agricultural technology extension work in rural areas, the implementation of paid services, and the protection of their legitimate income. Chapter II Agricultural Technology Extension System Article 9 The main body of the agricultural technology extension system consists of provincial, municipal (prefecture) and county (city and district) agricultural technology extension centers, township (township) comprehensive service stations for agricultural technology extension and village agricultural technology service groups (teams), and science and technology demonstration households. Article 10 The agricultural technology extension center works under the leadership of the agricultural administrative department at the same level and the guidance of the higher-level agricultural technology extension center. Its main duties are:

(1) to prepare plans, programs and technical operation procedures for agricultural technology extension work, and to organize and implement them;

(2) to organize and implement construction projects of agricultural technology extension system, summarize the experience of extension work, and to guide the work of extension services;

(3) to be responsible for the experimentation and demonstration of new agricultural technologies and the promotion and application of the fruits of agricultural science and technology;

(4) to be in charge of the promotion and application of new agricultural technologies. p>

(5) the establishment of service entities to carry out agricultural socialization services. Article 11 The main responsibilities of the township (township) comprehensive service stations for agricultural technology promotion are:

(2) responsible for the business guidance of the village agricultural technology service group (team) and the village agricultural professional research organization, and adopting a variety of forms of training for farmers' technicians and scientific and technological demonstration households;

Article 12 The village agricultural technical service group (team) is responsible for publicizing agricultural scientific and technological knowledge, implementing technical measures, and providing services for farmers' production and management.

Chapter III Agricultural Technology Extension Personnel Article 13 The technical personnel of agricultural technology extension agencies and other units engaged in agricultural technology extension work shall have a secondary or higher professional qualifications, or after professional training and assessment, obtain the title of technician (including farmer technician) or above. Article 14 The composition of the personnel of agricultural technology extension organizations shall be dominated by professional and technical personnel, the proportion of which shall be not less than seventy percent. Article XV of the agricultural administrative departments at all levels should be planned for agricultural extension personnel training, and constantly improve their business quality.

Agricultural colleges and universities, when admitting new students, should be grass-roots agricultural scientists and technicians, farmer technicians to lower the admission score line appropriately.

Planning and education departments shall arrange special enrollment quotas to uniformly recruit farmer technicians who have worked for more than five years in national agricultural technology extension agencies below the counties, and who return to work in their original units after graduation, and who are treated no less favorably than equivalent graduates. Article 16 personnel and agricultural administrative departments of agricultural extension personnel shall, in accordance with the relevant provisions of the state, assessment of technical titles, appointment of technical positions.
