Establishing and improving the institutional mechanism and policy system for integrated development of urban and rural areas is a major decision-making and deployment of the 19th National Congress of the Party (Nineteenth CPC). Since the reform and opening up, especially since the 18th CPC National Congress, China has made remarkable progress in integrating urban and rural development and promoting new urbanization, but the problems of unsmooth flow of urban and rural factors and irrational allocation of public **** resources are still prominent, and the institutional and institutional barriers affecting urban-rural integration and development have not yet been eliminated fundamentally. In order to reshape a new type of urban-rural relations, take the road of urban-rural integrated development, and promote rural revitalization and modernization of agriculture and rural areas, the following opinions are put forward.

I. General Requirements

(I) Guiding Thought. Guided by the thought of socialism with Chinese characteristics in the new era, comprehensively implementing the spirit of the 19th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 19th CPC Central Committee, closely surrounding the overall layout of the "five-in-one" and the coordinated advancement of the "four-comprehensive" strategic layout, adhering to and strengthening the overall leadership of the Party, adhering to the people-centered approach to the development of the countryside, and promoting rural revitalization and modernization. comprehensive leadership of the Party, adhere to the people-centered development ideology, adhere to the general principle of seeking progress while maintaining stability, adhere to the new development concept, adhere to promoting high-quality development, adhere to giving priority to the development of agriculture and rural areas, take coordinated promotion of the strategy of rural revitalization and the strategy of new-type townships as the starting point, aim at narrowing the gap between the urban and rural areas in development and the gap in the living standards of the residents, improve the property rights system and the market allocation of factors as the focus, resolutely break up the shortcomings of the system mechanism, promote the free flow and equal exchange of urban and rural factors and the rational allocation of public *** resources, accelerate the formation of a new type of urban-rural relationship in which industry and agriculture are mutually reinforcing, urban and rural areas are complementary, comprehensively integrated, and *** prosper together, and accelerate the modernization of agriculture and rural areas.

(2) Basic Principles

-Adhere to follow the law, grasp the direction. Focusing on the comprehensive revitalization of the countryside and the goal of building a modern socialist country, we have strengthened overall planning and top-level design, enhanced the systemic, holistic and synergistic nature of the reforms, and focused on breaking down the shortcomings of the institutional mechanisms in household registration, land, capital, public **** services, etc., so as to provide all-around system supply for the integrated development of urban and rural areas.

-Adhering to local conditions and gradual progress. Give full consideration to the stage of development of urban-rural integration and rural variability in different regions, and steadily grasp the sequence, rhythm and steps of reform, respect the spirit of grass-roots creativity, give full play to local initiative, categorize and implement policies, step by step to promote, pilot first, and over a long period of time, to form a reform path and urban-rural integration and development model in line with the actual situation, each with its own unique characteristics.

--Insist on keeping the bottom line and preventing risks. Correctly handle the relationship between reform, development and stability, in the process of promoting the old and new institutional mechanisms, to protect the nature of land ownership will not be changed, the red line of arable land will not be breached, the interests of farmers will not be damaged, to protect the ecological protection of the red line, to protect the cultural roots of the countryside, and to attach great importance to the prevention of various types of political and economic and social risks.

(3) Main Objectives

-- By 2022, the institutional mechanism for the integrated development of urban and rural areas will be initially established. Second, establish and improve the system and mechanism conducive to the rational allocation of urban and rural factors

Resolutely break down the system and mechanism barriers that impede the free flow of urban and rural factors and their equal exchange, and promote the flow of all kinds of factors to the countryside to form a virtuous cycle of the convergence of talent, land, capital, industry and information in the countryside, so as to inject new kinetic energy into the countryside for the revitalization of the countryside.

(4) Improving the mechanism for citizenship of the agricultural transfer population. Deepen the reform of the household registration system in a forceful, orderly and effective manner, and liberalize and relax the restrictions on settlement in cities other than individual mega-cities. Accelerate the realization of full coverage of basic public **** services for the resident population in cities and towns. Promote the coordinated development of large, medium-sized and small cities and towns with urban agglomerations as the main form, and enhance the population-carrying capacity and attractiveness of small and medium-sized cities. (5) Establishing incentive mechanisms for urban talents to enter the countryside. It has formulated fiscal, financial, social security and other incentive policies to attract all kinds of talents to return to their hometowns and start businesses there. Encourage graduates of general colleges and vocational schools, migrant workers and business people to return to their hometowns to start their own businesses. Promote the convergence of the work of college student village officials and selected candidates, and encourage and guide college graduates to serve in villages, take root at the grassroots level, and play a role. Establishing a long-term mechanism for selecting and dispatching first secretaries. Establishing a mechanism for cooperation and exchange of urban and rural talents, and exploring various ways to promote regular service to the countryside by staff of urban education, culture, health and sports through appropriate separation of posts and organizations. (6) Reforming and improving the rural land contract system. Keep the rural land contract relationship stable and permanent, and implement the policy of extending the second round of land contract for another 30 years after its expiration. (xi) Establishing a mechanism to promote the entry of industrial and commercial capital into the countryside. Deepen the "release management service" reform, strengthen the legal planning policy guidance and integrity building, create the rule of law to facilitate the grassroots business environment, stabilize the expectations of market players, and guide the industrial and commercial capital to provide financial, industrial and technological support for the integrated development of urban and rural areas. Improve policies such as financing loans and subsidies for the construction of supporting facilities, and encourage industrial and commercial capital to invest in agricultural fields that are suitable for industrialized, large-scale and intensive operations. Through government purchase of services and other means, support social forces to enter the rural living service industry. Supporting cities to build cooperation platforms for urban village transformation, exploring cooperation***winning models between industrial and commercial capital and village collectives under the guidance of the government, and developing and expanding village-level collective economies. Establish a mechanism for the supervision and risk prevention of industrial and commercial capital leasing agricultural land, strictly abide by the red line of arable land protection, ensure that agricultural land is used for agricultural purposes, and prevent the infringement of rural collective property rights and the legitimate interests of farmers.

(xii) Establishing a mechanism for transforming scientific and technological achievements into rural areas. Improve the market-oriented mechanism of agriculture-related technological innovation and the mechanism of cooperation between industry, academia and research, encourage the creation of technology transfer institutions and technical service networks, establish a system for scientific researchers to work part-time in the countryside and leave their posts to start their own business, and explore the mechanism of their technology in agriculture-related enterprises, part-time and part-time salary. Establish and improve the property right system for agricultural research results, and give researchers the right to own scientific and technological results. (xiv) Improving the rural medical and healthcare service system. Establishing and improving relevant policies and systems, increasing the attractiveness of grass-roots medical personnel positions, and strengthening the construction of rural medical and health care personnel. It improves the conditions of township health centers and village health offices, establishes and improves the medical waste collection and transfer system according to local conditions, improves the ability to prevent and control chronic, occupational, endemic and major infectious diseases, strengthens mental health work, and advocates eugenics and optimal parenthood. Promote the socialized development of public *** cultural services, and encourage the participation of social forces. Establishing a mechanism for cultural twinning and assistance, and promoting cultural workers and volunteers and others to devote themselves to cultural construction in the countryside. Draw historical and cultural protection lines for rural construction, protect agricultural relics, cultural relics and monuments, ethnic villages, traditional villages, traditional architecture and irrigation engineering heritage, and promote the living transmission of intangible cultural heritage. (16) Improving the unified social insurance system for urban and rural areas. (17) Coordinating urban and rural social assistance systems. (xviii) Establishing and improving rural governance mechanisms. (xx) Improving the mechanism for the integrated construction of urban and rural infrastructure. (xxi) Establishing an integrated management and care mechanism for urban and rural infrastructure. V. Establishing and improving institutional mechanisms conducive to the diversified development of the rural economy

Focusing on the development of modern agriculture and the cultivation of new industries and new modes of business, improving the mechanism of closely linking the interests of farmers and enterprises, and realizing the diversification of the rural economy and the development of the whole agricultural industry chain.

(xxii) Improving the agricultural support and protection system. Guided by market demand, deepen the structural reform of the agricultural supply side, take the road of quality agriculture, and constantly improve the comprehensive efficiency and competitiveness of agriculture. Fully implement the permanent basic farmland special protection system, delineate the food production function area and important agricultural production protection area, improve the support policy. In accordance with the principle of increasing the total amount, optimizing the stock and improving the effectiveness, strengthen the orientation of high-quality development, and accelerate the construction of the agricultural subsidy policy system. Develop various forms of agricultural moderate-scale operation, and improve the modern agricultural industry system, production system and operation system. Improve policies to support agricultural mechanization, promote the overall development of agricultural mechanization, and strengthen socialized services for small farmers. (xxiii) Establishing a mechanism for cultivating new industries and new forms of business. (xxiv) Explore mechanisms for realizing the value of ecological products. Improve the natural resource price formation mechanism, establish a natural resource government public price system, promote natural resource asset mortgage financing, and enhance market vitality.

(25) Establishing mechanisms for the protection and utilization of rural culture.
