Chapter I General Provisions Article 1 According to the State Council's "Regulations on the Administration of Satellite Television Broadcasting Ground Receiving Facilities" and relevant state regulations, combined with the actual situation in this province, the formulation of these measures. Article III of the provincial radio and television administration is responsible for the province's comprehensive management of satellite ground receiving facilities.

Settlement of municipalities, counties (cities, districts, hereinafter referred to as the county) radio and television administrative departments are responsible for the administrative area of the integrated management of satellite terrestrial receiving facilities. Article IV of the satellite ground receiving facilities management must follow the basic principles of expanding television broadcasting coverage and maintaining social stability, the implementation of satellite ground receiving facilities administrative licensing system. Chapter II Production and Import Management Article 5 The production enterprises licensed by the department in charge of industrial product production license shall sell satellite terrestrial receiving facilities to the installation service organizations established in accordance with law. Article 13 Individuals are generally not allowed to set up satellite ground receiving facilities. However, in areas where local TV stations, TV relay stations, TV differential stations and cable TV stations cannot receive TV programs, individuals may apply for setting up satellite ground receiving facilities to receive domestic TV programs.

Individuals set up satellite terrestrial reception facilities, should be certified by the unit, to the county radio and television administrative departments to submit a written application, by the municipal radio and television administrative departments in conjunction with the same level of the national security department for initial examination, in line with the national conditions, reported to the provincial radio and television administrative departments for approval; the examination and approval of the individual, by the unit holding the "Installation License" to install and construct the installation is completed.
