Problems existing in fishery

While great achievements have been made, there are still many deep-seated structural contradictions in China's fisheries, mainly as follows:

(1) From the structure of water area protection and resource development, the phenomenon of water area environment deterioration and resource decline is becoming more and more serious. Due to the massive discharge of industrial and domestic sewage, sudden pollution accidents and serious damage to fish habitat by engineering construction projects, coupled with high production density and serious self-pollution, the ecological environment of fishery waters has been seriously polluted and destroyed, and both natural fishery resources and aquaculture have been threatened, especially the pollution has damaged the inshore spawning grounds and aquaculture waters of some economic fish, seriously reducing the reproductive capacity of fish and aggravating the decline of fishery resources.

(2) From the perspective of culture structure, the culture species are single, the structure is similar, the culture mode is backward, there are few new and excellent varieties, the proportion of famous and excellent products is low, and diseases and pollution are serious.

(3) From the perspective of marine fishing structure, the growth momentum of domestic fishing boats has not been effectively controlled, and the protection of marine fishery resources is very difficult, and the proportion of marine fishery mainly developing high seas fishery resources is still very small. With the establishment of the international ocean system and the implementation of the International Convention on the Law of the Sea, the signing of fishery agreements between China, Japan and China and South Korea will come into effect, and the traditional fishing grounds in China will be reduced. With the rising international oil price, the oil price in the domestic market rises, which greatly increases the fishery cost. In addition, the price of fishery products at home and abroad is too low, which leads to low economic benefits of marine fishing.

(4) From the perspective of aquatic products processing and circulation structure, the small scale of processing enterprises, aging production equipment and backward fresh-keeping processing technology have seriously restricted the development of processing industry. The development of processing, circulation and related industries is relatively backward, with more primary products, less processed products, more rough processed products, less deep-processed and high value-added products, and the comparative benefits of fisheries are declining, making it more difficult for fishermen to increase their income.

(5) From the perspective of the supply structure of aquatic products, due to the unreasonable varieties of aquatic products, the small proportion of famous and famous varieties, and the low level of industrialization, it is not suitable for the changes in domestic and international market demand, and there are regional and structural product surpluses and price declines in the main producing areas to varying degrees.

(6) From the perspective of fishery administration and market circulation structure, in China's actual fishery administration law enforcement work, driven by economic interests, it is often "more hierarchical management and less unified leadership".
