Chapter I General Principles
Article 1 The Paper Cutting Association must adhere to the Party's line, guidelines and policies, and adhere to the correct orientation of public opinion.

Chapter III Activities and Purpose

Article XV of the terms of reference: the president of the association is responsible for the association; vice president is responsible for the management and organization of the association's internal classes, responsible for the collection of members of the homework and other study-related daily affairs; the propaganda department is responsible for the activities of the association's publicity, including the network publicity and the board publicity; the Department of the organization is responsible for the preparation of the association's activities; the Department of the outreach is responsible for the communication with other associations and contact, as a bridge for the associations to joint activities, and is responsible for the funding of the association. Chapter 6 Bylaws
Article 23 Amendments to the Bylaws shall be proposed by at least one-third of the Board of Directors and approved by a vote of at least two-thirds of the Board of Directors or at least two-thirds of all members.
Article 24: The Paper-cutting Art Association must make a working arrangement every semester and submit it to the Committee and the Federation of Associations.
Article 25 The final interpretation of these regulations shall be vested in the Board of Directors of the Association of Paper-cutting Art of Central South University for Nationalities.

Chapter 1 General Principles
Article 1: In order to promote the continuous and steady development of the Association, and to regulate the daily operation and various activities, we are going to organize a series of seminars and workshops. In order to promote the sustainable and steady development of the Association, regulate the daily operation and various activities of the Association, and realize the development goal of the Association of "standardization, specialization, characterization and branding", we hereby formulate this constitution.
Article 2 The name of the Association: Paper Cutting Art Association.

Chapter III: Organization and Management of the Association
Article VIII: The supreme authority of the Association shall be the General Assembly, which shall be composed of all the members, and the standing body of the General Assembly shall be the Board of Directors.
Article 9 The powers and functions of the general meeting include: electing and dismissing the main council standing committee officers in the association, deciding on major matters of the association's development direction, considering and approving the association's financial budget and final accounts, etc. The general meeting shall be convened by the standing committee of the council. The convening of the general meeting shall be decided by the standing committee of the council and presided over by the president or other officers of the council designated by the president.
Article 10 of the Council is a standing body for the General Assembly, the Council consists of the President, Executive Vice President, Technical Vice President, Secretary General, Chairman of the Board of Directors, the Director of the Project Center and the heads of the various functional departments. The powers of the council shall be: decision-making and implementation of major and daily activities of the association.
Article 11 The council shall convene a meeting of all directors once a month, which shall be convened and chaired by the president or the secretary-general. The standing body of the council is the president's group.
Article 12: Formation, duties, and dismissal of the Board of Directors.
The council shall be elected by the current president or the elected president, or by the members themselves, through a competitive speech, the members vote, and the council approval method.
(i) President: one. The president represents the association externally, coordinates the work of all departments, and is responsible for the association as a whole.
(2) Executive Vice President: one. Executive Vice President is directly responsible to the President, to assist the President to carry out their work, responsible for the Association's day-to-day affairs; in charge of publicity, outreach, finance, projects, research department.
(3) Technical Vice President: a. The technical vice president is directly responsible to the president. (iv) Secretary General: one. The Secretary General assists the President in his daily work, manages the internal files of the Association, collects and organizes various materials of the Association, and organizes and plans the daily activities of the Association; he is in charge of the Secretariat and the Planning Department.
(v) Chairman of the Board: one. The chairman of the board of directors is directly responsible to the president, to assist the president to carry out his work, is responsible for the management of all registered members of the Association and the Association's activities in the mobilization of personnel; subdivided into the Membership Management Committee and the Department of Organization.
(VI) Secretariat: four officers. Division led by the Secretary-General, is responsible for the management of the Association's internal archives, collecting and organizing the Association's various materials, organization and planning of the Association's daily activities, to do the minutes of the meeting, activity records, etc..
(VII) Planning Department: a minister, a deputy minister, a number of officers. Planning Department by the president of the direct leadership of the group, responsible for the association's daily activities and major activities of the planning work.
(viii) Outreach Department: a minister, two deputy ministers, a number of officers. The Outreach Department is responsible for contacting various university associations inside and outside the university and raising commercial sponsorship for the association.

(10) Publicity Department: a minister, a deputy minister, a number of officers. Responsible for the association's internal and external publicity activities, including daily and major activities of the pre-publicity, a variety of media contact, the association's overall publicity. The media include the Internet, print media.
(xi) Research Department: a minister, a deputy minister, a number of officers.
(xii) Technical Department: one minister, two vice ministers and several officers. It is responsible for teaching the techniques of paper-cutting and the production of important works of the Association.
(xiii) Teaching Department: a minister, a deputy minister, a number of officers, is responsible for the management of the Association's daily teaching tasks, the development of teaching programs, liaison teaching resources.
(xiv) Theory and Innovation Department: a minister, a number of officers. Responsible for the association's theoretical and cultural learning and technological innovation.

(xvi) Membership Management Committee: several directors. Responsible for assisting the president and chairman to manage members.
Article 13 The President's Council is a standing body of the Board of Directors. Its main powers include: daily operation and management of the Association, deciding on major activities and external exchanges, and impeaching other officers of the Board of Directors. The Presidency holds a regular meeting once a week, which is convened and presided over by the Secretary General, with exceptions for special circumstances.
Article 14 Instructors. The association employs two to three instructors to guide the association's theoretical and technical learning as well as the development of the association.
Article 15: Advisory Board. The association establishes an advisory board to guide the development of the association. The advisory board consists of the former presidents, vice presidents, and chairmen of the board of directors of the association.
Chapter 4 Membership
Article 15 Members are generally students enrolled in Central South University for Nationalities, including undergraduates, graduate students and international students. New members are recruited once a year.
Article 16 Members must love the motherland, love the people, study hard, unite with classmates, be positive and law-abiding, and love the art of paper-cutting.
Article 17 Members shall have the right to vote and to be elected as members of the Association's Board of Directors.
Article 18 The members have the right to know and question the daily operation of the association.
Article 19 Members have the right to express their opinions, put forward suggestions, criticisms and complaints, and have the right to request the relevant departments to give a reply or make corrections within five working days.
Article 20 The members have the obligation to abide by the national laws, school rules and regulations of the association.
Article 21 The members have the obligation to fulfill the work assigned by the council members.
Article 22 Members have the obligation to obey the organization and arrangement and unite the members.
Article 23 Members have the obligation to participate in the daily activities of the association.
Article 24 Members have the obligation to accept the daily teaching of the Association.
Article 25 Members who are absent from daily activities and normal lectures shall be punished accordingly. Unexcused absence for three times is treated as withdrawal from the association.
Chapter 5 Financial Management System of the Association
Article 26 The source of funding for the Association is based on the project bidding organized by the Federation of Student Organizations, supplemented by social sponsorship. The association implements a unified financial management, all income and expenditure are included in the jurisdiction of the Finance Department.
Article 27 The financial work of the Association is specifically responsible for. Finance Minister independent management of the books, all financial income and expenditure (amount, time, matters and the person in charge, etc.) must be clear, true records in the book, and must be accompanied by written vouchers (watermarks, financial seal) to be reimbursed.
Article 28 The Association shall implement a financial disclosure system, and report to the Board of Directors on the financial status of income and expenditure at the summary meeting after each activity and accept the supervision and questioning of the directors and members at any time.
Chapter 6 Bylaws
Article 29 Amendments to this constitution shall be proposed by more than one-third of the board of directors and approved by more than two-thirds of the board of directors or two-thirds of all members.
Article 30 The final interpretation of this Constitution shall be vested in the Council.
Article 31 This constitution shall be implemented from the date of promulgation.
