The aims of Ukraine's cultural policy are: to provide legal guarantees to literary and artistic organizations and artists, to support the development of national culture without political or administrative interference, to preserve the values and independence of culture and the arts as they manifest themselves in the course of their existence and development, to guarantee freedom of creativity, to preserve the cultural heritage, and to create the necessary conditions for the further development of the traditional cultures of all ethnic peoples. Funds are attracted from various sources in order to support the activities of cultural grass-roots units and important cultural and artistic institutions. As of the end of 2010, there were 138 State theaters, 478 museums of all levels, 20,600 libraries of all types, and 352 million books in U***. There were 1,88,000 units of state-level cultural relics.
