Under the conditions of socialist market economy, how to adhere to the purpose of serving the people?

How to better practice the Party's tenet in the new period

To serve the people wholeheartedly is the fundamental tenet of our Party, and it is the fundamental value orientation of the ****producers. However, under the impact of the tide of the market economy, the party's purpose in practice has emerged some new problems and has been seriously challenged. For example, the market economy requires equal exchange, while the Party's tenet requires selfless dedication; the market economy requires mutual competition, while the Party's tenet requires putting others before oneself; the market economy requires that one be paid according to one's labor, while the Party's tenet requires that one not count on one's remuneration. These requirements and the role of the duality, so that the thinking of party members have contradictions and confusion, has tended to be stable, never suffered doubts about the party's purpose was put a question mark. Thus, some members of the party to serve the people as anachronistic traditional concepts, advocating the abandonment; there are members of the party to serve the people as a stumbling block to their own wealth kicked aside from the action of the party's purpose; more members of the party is in a dilemma, both want to do things according to the laws of the market, but also want to carry out the party's purpose, but how to unify the two in practice, the idea of the party always felt that "unclear, unclear, cut and cut, still messy", in the action is at a loss. Therefore, how to adhere to the purpose of the party in the new situation, it has become the current problem to be solved.

The author believes that to better practice the party's purpose in the market economy, should do the following aspects of work.

First, strengthen the party's purpose of education, guide party members out of the misunderstanding. When the society is in the new and old system alternating transition period, people's thoughts are complex and diverse is natural, some party members of the party's purpose of wavering, uncertainty, and even discarded is not strange. But also because of this, it is more need for party organizations at all levels to strengthen the party's purpose of education, party members, cadres of thought to be correctly guided. To this end, the party's purpose of education must be fastened to the majority of party members and cadres in the ideological problems and real-life contradictions, from the combination of theory and practice to be timely explanations and interpretations. For major issues of principle, we must be upright and clear, correct to affirm and promote, wrong to refute and resist, never ambiguous, ambiguous. Here in particular to make the majority of Party members and cadres to make clear the following issues: (1) the party's purpose is determined by the nature of the party, the party's nature remains unchanged, the party's purpose will not change, and this is not subject to the development of the times and the party's task changes. (2) The Party's tenet has different specific contents and requirements in different historical periods. At the present stage, the development of socialist market economy is the most realistic and specific content for party members to adhere to the Party's tenet. (3) Adherence to the party's purpose is an important guarantee for the healthy development of socialist market economy. Only from the ideological clear understanding, eliminate confusion, party members can rediscover their position in the market economy, bold practice, better adhere to the party's purpose.

Second, to adapt to the requirements of the market economy, and strive to combine the behavior of party members to serve the people with the reasonable pursuit of personal interests of party members. The contradiction between the principle of market economy and the requirements of the Party's tenet is, in the final analysis, the contradiction between personal interests and the interests of the Party and the people. If this contradiction is not yet obvious in the planned economy, it is very clear in the market economy driven by personal interests, which, if not handled properly, will not only affect the party members' practice of the party's purposes, but will also affect the development of the market economy. To solve this problem, we can not use the old concept of planned economy as a guide, emphasizing the sacrifice of personal interests, but should start from the reality, in the spirit of seeking truth from facts, the party members both higher than the general requirements of the market economy, but also to adapt to and comply with the requirements of the market economy, and strive to seek and achieve the unity of the development of the market economy and the practice of the party's purpose, rather than simply opposing the two. To this end, it is necessary to: (1) insist and ensure that party members have the courage to give up their personal interests at critical moments to protect the interests of the party and the people. When the personal interests of party members contradict the interests of the party and the people, and when the interests of the party and the people cannot be safeguarded without giving up personal interests, party members must unconditionally sacrifice their personal interests. This is the fundamental difference between Party members and the general public, and is the essential requirement of the Party's purpose. (2) Respect and protect the personal interests of Party members. In the era of peace and construction, critical moments, after all, do not occur very often; therefore, in everyday situations, the pursuit of personal interests by Party members within the scope permitted by the Party Constitution and state policies is legitimate, beyond reproach, and deserves to be respected and protected. The party organization should care about the personal interests of party members, and should respect the reasonable personal interest requirements of party members in terms of work and life arrangements, etc., and try to organically unify the interests of the party and the people with the personal interests of party members, so as to avoid contradictions. (3) Encourage and require Party members to practice the Party's tenets in the process of reasonably realizing their personal interests. On the surface, the pursuit of personal interests and the practice of the Party's tenet seem to be in opposition to each other, but in fact, there is no contradiction between the two. The market economy requires that the realization of personal interests must satisfy the needs of the public and be recognized and accepted by the society as the primary prerequisite, and it promotes the development and progress of the whole society by giving full play to the vitality of every cell and the creation of everyone's labor. Therefore, the process of party members striving for individual and group interests by virtue of legitimate labor and fair competition is also the process of creating and accumulating wealth for society, the process of promoting the continuous development of social productive forces, and thus the process of serving the people. Here, serving the people has not only embodied in the sacrificial dedication, but more embodied in the creative contribution; party members to pursue personal interests is not purely personal behavior, it is closely linked with the development of society. Therefore, party organizations at all levels should encourage party members to devote themselves to the market economy, and make more contributions to the country while giving full play to their personal wisdom and talents, doing their jobs well and realizing their personal interests.

Thirdly, improve the supervision and management mechanism to regulate the behavior of party members in serving the people. Require party members to serve the people wholeheartedly, can not be completely built on ideological education and self-moral restraint, but also from the supervision and management aspects of constraints. First of all, it is necessary to establish and improve the economic regulations and party activities regulations. Market economy can promote the development of individual interests and advance the development of the whole society, but on the other hand, it also tends to lead people to individualism. Therefore, efforts must be made to establish and improve the party and the state's regulations, so that party members in the market-oriented to revitalize the economy, know what can be done, should be done, what can not be done, should not be done, how to do is legal and reasonable, so as to ensure that their own behavior is always beneficial to the people. Secondly, it is necessary to strengthen internal and external supervision of the Party and establish a complete supervision system. This includes internal supervision by the Party, supervision by the National People's Congress, the Chinese People's Political Consultative Conference (CPPCC) at all levels, the democratic parties, the people's organizations, the press and public opinion, as well as the supervision by the general public, and in particular, the supervision of Party members and cadres by the general public should be emphasized and strengthened. To this end, the people must be effectively empowered to monitor the masses in practice. Only in this way can the behavior of party members and cadres be truly constrained on the track of serving the people.

Fourth, we must take the objective effectiveness as the only standard to evaluate the party members to serve the people good or bad. The market economy is a benefit-oriented economy, to achieve benefits as the ultimate goal. This objectively determines the judgment of party members whether to serve the people, not only to look at the subjective awareness, attitude, but also to look at the actual effect. Just say no, or although do not do the effect is poor, can not be said to realize the purpose of the party. On this issue, we must not replace work performance with subjective awareness, and cover up work faults with good intentions. Party organizations at all levels should not only pay attention to the party's purpose, but also the party's purpose with each party member, cadres, work duties, goals and behavior requirements are closely linked, so that the service to the people with specific content and evaluation of the basis for measurement. The Party members and cadres cannot only have the enthusiasm and desire to serve the people, but must also have the real ability to serve the people, master and proficient in all the professional skills required for their work, and make the best achievements in their positions. Only in this way, service to the people will not be a mere formality, party members and cadres can establish a good image among the masses, and have the power to influence and lead the masses to move forward together.

Fifth, change the way of service, deepen the reform, and improve the people's ability to self-service. The purpose of serving the people wholeheartedly is not to make decisions for the people and ask for orders for the people, but to ultimately improve the people's ability to self-management and self-service, and to realize the goal of the people to be the master of their own house. The big-package service is a product of the centralized system, which is not adapted to the market economy, nor is it in line with the direction of development of modern society. With the development of socialized mass production, the fine division of labor more and more need for close cooperation between people, can not be separated from the mutual service of people. According to this trend, serving the people is no longer only the business of the leading cadres and all party members, it is also the business of all the people. Each member of society assumes a dual role as both the subject and the object of service to the people. This kind of service reflects the highly developed socialized service that has developed in modern society, and also reflects the actual equality between the servant and the served with respect to each other, so that while people serve others, they are also well served by others. This is obviously something that cannot be achieved by a big package. Therefore, Party organizations and Party members at all levels should conform to the requirements of modernization, change their mode of service and give full play to the power of enterprises, social organizations and the people to realize socialized service. Of course, this requires the Party and the government to do a lot of work: firstly, to change the old concept of service and set up an equal and socialized sense of service compatible with modern society; secondly, to deepen the reform of the system, to establish a reasonable division of labor in society and to form a new mechanism of service, so that everyone will have equal opportunities for service and the corresponding power to provide service, thus guaranteeing the efficiency of the service; thirdly, to strengthen the education of the nationals and to improve the quality of the nationals, so as to improve the people's ability to self-service, thereby improving the level of service of the whole society.
