What has promoted the development of special education?
In Wuchuan Special Education School, Guizhou Province, the number of professional teachers has increased from 4 at first to 34 now. After graduation, 60% of the hearing-impaired students entered colleges and universities, and 90% of the hearing-impaired students found jobs. Wuchuan Special Education School in Guizhou Province is just a microcosm of more than 2,000 special education schools in China.
The development of special education is first manifested in the remarkable improvement of popularization. In the special education promotion plan (2014-2016) and the second special education promotion plan (2017-2020), the enrollment rate of compulsory education for school-age disabled children in China is 90% and 95% respectively.
Some provinces have set higher standards, which means that more school-age disabled children will get educational opportunities. In Jilin, Shandong, Tianjin, Nanjing and other places, the enrollment rate of compulsory education for school-age disabled children and adolescents has remained or reached over 99%. Among them, by 2025, the enrollment rate of compulsory education for disabled children and adolescents with learning ability in Jilin Province will reach 100%.
At the same time, all localities attach great importance to the construction of special schools. Shandong, Jilin, Jiangsu and other provinces plan to build or open a special education school in counties (cities, districts) with a population of more than 200,000 by 2025.
In Beijing, it is clear that all districts should build a 15-year special education school that connects kindergarten to senior high school, and provide enough special education teachers according to different classes and majors. Shandong province plans to establish special education schools for autistic children in cities with a population of more than 5 million.
"After years of development, the education level of disabled people in China has been continuously improved, and the proportion of enrollment, nearby enrollment and compulsory education has been greatly improved. Now more than 10 thousand disabled candidates enter colleges and universities every year. " Xiao Ye, dean of the School of Special Education of Beijing Union University and secretary general of the Special Education Research Association of China Higher Education Association, said.
Improve quality: meet diversified needs.
At present, with the popularization of special education, disabled people can go to school and take part in normal work. However, the diversified demand for special education is also increasing, which is reflected in the differentiated teaching, resource support and even psychological counseling support for special groups.
"Although special education has made remarkable achievements, there is still a gap with the overall requirements of China's modernization in the new era." Xiao Ye said that the demand for special education has risen from quantity to quality.
Yu Jiangxia, the principal of Wuchuan Special Education School in Guizhou Province, believes that the teachers of special education need more professionals to join, such as psychologists, rehabilitation doctors and vocational education skilled personnel.
