How to Understand the Idea of a Harmonious World

First of all, the idea of a harmonious world is inherited from the basic concept of our diplomacy. The foundation of Chinese diplomacy is independence and the five principles of peace. The concept of a harmonious world is derived from this foundation, but at the same time it has been developed from it. Harmonious world requires that countries, systems and civilizations not only live in peace, not interfere in each other's internal affairs and not interfere with each other's affairs, but also develop further into harmonious ****existence, with new connotations such as respect for each other, learning from each other, complementing each other's strengths and weaknesses, and ****developing together. In other words, new elements of positive interaction between various types of countries and forces have been added. The shift from peaceful ****existence to harmonious ****existence reflects the fact that China's diplomatic philosophy is both up-to-date and consistent.

Secondly, the concept of a harmonious world is an important extension of the diplomatic strategic thinking we have put forward so far. Since the founding of the People's Republic of China, and especially during the new period of reform and opening-up, we have put forward a series of major diplomatic strategic ideas, such as the establishment of a new international political and economic order, the resolution of the two major issues of peace and development, the advancement of the process of global multi-polarity, and the promotion of the democratization of international relations and diversification of the development model in the light of the international environment at different times, as well as the need to safeguard our fundamental interests. The concept of a harmonious world is an extension of this foundation. In my view, this concept is more inclusive, has a more distinctive contemporary character and covers more universal values, reflecting the spirit of democracy, harmony, collaboration and ****-win in international relations proposed in the report of the 17th National Congress. This enables the concept of a harmonious world to gain more **** knowledge and **** sounding from the outside world, and also to gain more recognition and support from the international community.

Thirdly, the concept of a harmonious world inherits the deep heritage of China's excellent cultural traditions. One of the essences of Chinese culture, or Eastern civilization, is the importance and promotion of the concept of "harmony". The first strong message of a harmonious world is "harmony". Therefore, the concept centered on "harmony" and a theoretical system that may be gradually developed and perfected from it in the future have the potential to fundamentally change the authoritative doctrines of international relations theories that have been in place for hundreds of years. The concept of a harmonious world not only gives modern significance to the excellent cultural traditions of the East, but also opens the way for us to actively explore the theory of international relations in the new situation.

Fourth, the concept of a harmonious world initially outlines a new worldview system with Chinese characteristics. The report of the 17th CPC National Congress elaborated the basic elements of a harmonious world in five aspects, namely, politics, economy, culture, security and environmental protection, so that the concept of a harmonious world actually covers the concepts of a new order, a new security, a new civilization and a new environment that we have so far put forward one after another, and even though it is still only a framework, is it possible to say that it has initially formed a new world outlook with Chinese characteristics.

Fifth, the concept of a harmonious world has comprehensively launched the process of building China's soft power. The establishment of any world power status requires not only hard power but also the possession of corresponding soft power. Today, our country has reached a new stage of further enhancing its soft power, or a new stage of exploring the huge potential of our soft power. After the concept of a harmonious world was put forward, it was gradually understood and accepted by more and more countries and people, which in itself reflects that our influence and appeal are constantly expanding.
