The existing karst area in China is 449,900 square kilometers, of which the rocky desertification land area is129,600 square kilometers, which is the most serious in Guizhou, Yunnan and Guangxi. At present, rocky desertification in China is still accelerating, with an average annual growth rate of about 2% in recent years, showing a trend of local control and overall intensification. The impact of rocky desertification on social economy is as follows: the vegetation of forest and grass in rocky desertification areas is reduced, and the ability of water conservation is weakened; Soil erosion has a serious impact on the downstream, leading to frequent natural disasters; The harsh ecological environment has restricted local farmers from getting rid of poverty and becoming rich. The harsh ecological conditions and backward economy in rocky desertification areas have become an important hidden danger affecting social stability, national unity and border peace, which has attracted great attention from the CPC Central Committee and the State Council. The Eleventh Five-Year Plan for National Economic and Social Development clearly lists the comprehensive management of rocky desertification areas as key ecological protection projects. In March, 2006, General Secretary Hu Jintao, Premier Wen Jiabao and Vice Premier Hui Liangyu made important instructions on the Report on Comprehensive Management of Rocky Desertification in Karst Areas jointly submitted by the National Development and Reform Commission, the State Forestry Administration and other relevant departments. On March 12, 2007, the State Council held a special meeting to study how to speed up the control of rocky desertification. In the same year, the report of the 17th National Congress of the Communist Party of China proposed "strengthening the control of desertification and rocky desertification and promoting ecological restoration". On February/October, 2008, the State Council approved the Outline of Comprehensive Control Plan for Rocky Desertification in Karst Areas (2006 ~ 20 1 5). Since 2008, the state has officially started the pilot demonstration work in 100 pilot counties.
